Accountability 2023 March Updates
Two Lowest Performing Racial/ethnic Groups from Prior Year
Identify the campus’ two lowest groups by averaging the 2022 Academic Achievement indicator using the numerators and denominators.
- A group must have 10 assessments in both RLA and mathematics to be evaluated for the lowest prior year identification.
- If two or more of the lowest performing groups [meeting minimum size] have the same performance rate, the lowest performing groups with the largest denominator are selected.
- If the campus meets minimum size for only one of the racial/ethnic groups, only that group is selected.
If the campus meets minimum size in 2023 for both identified racial/ethnic groups, both are evaluated.
If the campus meets minimum size in 2023 for only one of the identified racial/ethnic groups, only that group is evaluated.
If the campus does not meet minimum size for either identified racial/ethnic group, no racial/ethnic groups are evaluated for that year.

❓ R10 Most Asked Questions ❓
❓ Where can I find the printable reference materials for STAAR?
Math:
https://tea.texas.gov/student-assessment/testing/staar/staar-mathematics-resources
Science:
https://tea.texas.gov/student-assessment/testing/staar/staar-science-resources
❓ What are the Required Grade 7 Reading Instruments?
Texas Education Code (TEC,) §28.006(c-1) requires each school district to administer at the beginning of the seventh grade a reading instrument adopted by the commissioner to each student whose performance on the grade 6 STAAR reading assessment did not demonstrate reading proficiency.
In the fall of 2022, TEA released a call for Grade 7 Reading Instruments. TEA is now in the process of reviewing publishers' applications for inclusion on the 2023-2027 Commissioner’s List of Approved Grade 7 Reading Instruments. The approved list is expected to be made available in Spring 2023 so that school districts and open-enrollment charter schools may order instruments for the 2023-2024 school year. For the most up-to-date information, please visit the TEA web page Call for Grade 7 Reading Instruments.
❓ What is Permissive Mode?
Permissive Mode is a feature within the secure browser application that allows a student to use non-embedded assistive technology to complete a test.
For more information, refer to the Assistive Technology Manual for Windows & macOS.
❓ Who can be a test administrator for the Texas Assessment Program?
Any district staff member may serve as a test administrator if they hold valid education credentials (e.g., a Texas educator certificate or permit) or if they are supervised by a district staff member who holds valid education credentials. All district and campus personnel who participate in state-required testing or who handle or have access to secure test materials must be trained at least once in test security and administration procedures and must have signed an Oath of Test Security and Confidentiality.
❓ How will a student qualify for a paper test?
Special Paper Administration of an Online Test Policy
❓ What are the sunsetting limits for CCMR?
The January Updates to Preliminary A–F Framework describes limiting the percentage of graduates who only meet CCMR criteria via a sunsetting IBC to five graduates, or
20 percent, of graduates, whichever is higher. Does this mean a 20 percent cap on the total sunsetting IBCs earned?
The agency proposes limiting the percentage of graduates who only meet CCMR criteria via a sunsetting IBCs to five graduates or 20 percent of the total annual graduates, whichever is higher.
Example: Texas High School has 200 annual graduates. 50 graduates earned ONLY a sunsetting IBC as their CCMR credit. With the limit, Texas High School would receive credit for 40 of these graduates (20 percent of the total annual graduates), and ten of these graduates would not generate CCMR credit. This limit would be applied within Student Achievement and School Progress, Part B: Relative Performance and would not be applied within Closing the Gaps.
2019-22 Industry-Based Certification List for Public School Accountability Sunsetting (PDF)
The gradated points methodology uses 0-4 points to provide further differentiation for groups demonstrating growth but not yet achieving target performance. It also allows 4 points for those achieving the long-term 2037- 2038 target.
❓ What is TPRS? Is it the same as TAPR?
The Texas Performance Reporting System (TPRS) integrates state and federal reporting requirements into a single reporting system that can be viewed at the campus, district, region, and state level. As the most comprehensive reporting system published by TEA, TPRS provides additional performance reports, results, and indicators for student groups not previously reported on state accountability data tables, the Texas Academic Performance Reports (TAPR), or the School Report Card. TPRS is the enhanced online version of TAPR. It has been recently updated with Remote vs. In-Person Data. TEAL Accountability application will show you unmasked data.
The TPRS Glossary provides definitions, describes methodologies, and lists sources for each tab in the TPRS system.
❓ Where can I find my past CCMR Verifier information?
TEA provides a final VERIFIER file as the LISTING file a few weeks after the Verifier window has closed in TEAL Accountability.
❓ When does the next CCMR verifier come out?
Late May: College, Career, and Military Readiness (CCMR) Verifier Corrections Window
❓ What is the character limit for TELPAS writing items?
Constructed Response Items
1,000 character limit
Sentence Rewrite Items
100 character count limit
❓ Has the time limit for STAAR testing changed?
TEA is removing the maximum time allowed for STAAR assessments based on feedback from educators, parents, and students, as well as other changes to the program.
Districts will no longer have to stop students from testing after a four- or five-hour testing period. Students are expected to complete STAAR tests in about three hours. Any students who are still testing after four hours should be consolidated into a general testing area to continue testing. Students may continue testing until the end of the school day.
❓ What is the short and extended constructed response?
Short Constructed Response
To answer a short constructed response item, the student will give a brief explanation in their own words to demonstrate their understanding of the content. This type of item will be included on STAAR RLA, English I, English II, science, and social studies test (3-8 or EOC). Responses may be up to 475 characters in length, not including spaces. The question will contain two parts, both of which must be answered in the student’s response to receive full credit. Responses will be scored using a 2-point rubric by one human scorer. Rubrics will be item-specific.
Extended Constructed Response
Extended constructed response (ECR) items will require the student to provide an in-depth response by explaining, analyzing, and evaluating information in a reading selection or stimulus. Extended constructed response items may be included on any STAAR RLA test (3-8 or EOC). 3rd-5th grade ECR items will be either informational or argumentative, and 6th-8th and EOC ECR items will be either information, argumentative, or correspondence. The genres of the ECRs will not be released before testing.
The student’s responses will be based on a passage they have read. Information from the passage will be needed to answer other items as well. The student will be expected to cite evidence from the passage in their ECR. Their response can be up to 2300 characters long, not including spaces.
ECRs will be scored by two human scorers, each using a 5-point rubric. Students can receive up to ten points for their ECR. Sample rubrics will be released later in the summer of 2022.

This Week in Performance Reporting March 10
What’s New in Performance Reporting
A–F Accountability
2023 Accountability Development
Updated A-F Framework & Rationales posted 3/9
The 2023 A–F System Framework has evolved based on stakeholder feedback since its release in June and November 2022 and January 2023. TEA sought feedback from many sources, including regional forums with superintendents, regional education service center (ESC) presentations, and countless emails and one-on-one conversations conducted by multiple agency staff with superintendents, school board members, principals, teachers, parents, business leaders, professional associations, and other advocacy groups. As is expected given the complexity of the topic and the size of Texas, stakeholders brought a range of perspectives. The feedback TEA solicited did not give us one consistent direction, and at times stakeholders proposed radically different or even directly conflicting directions for our A–F refresh. To help us weigh competing recommendations, the Texas Accountability Advisory Group (TAAG) and ESC Accountability Group (EAG) reviewed feedback and provided additional recommendations.
This feedback has been immensely helpful and guided each of our updates to the Preliminary 2023 Frameworks. The proposed rule, the 2023 Accountability Manual, will be published in mid-spring.
Every Student Succeeds (ESSA) Amendment
In the February 23, 2023 Administrator Addressed correspondence, TEA has submitted updates to the amendment of the state’s ESSA plan to adjust the methodology within the Closing the Gaps domain.
These updates have been made in response to stakeholder feedback and guidance from the U.S. Department of Education (USDE).
- Proposed 0–4 Points Definitions
The definition of two points for growth has been updated to measure six years of growth to the next interim target by increasing the denominator to six in alignment with the next interim target increment in 2027–2028. This adjustment measures expected growth from the 2022–2023 school year through the 2027–2028 school year.
ESSA Long-Term and Interim Goals 2017-18 through 2036-37 are available on TEA’s ESSA website.
- Student Groups Evaluated
While each student group will be evaluated within Closing the Gaps under ESSA requirements, a subset of the groups will be measured for the Closing the Gaps rating while disaggregated groups will be measured for targeted support and improvement (TSI) and additional targeted support (ATS) determinations.
STAAR High/Low Cut Points
The STAAR raw scores and scale scores associated with the calculation of School Progress, Part A: Academic Growth, and corresponding high and low performance level cut points, are now available on the 2023 Accountability Development webpage.
Reminder: Removal of 2021 Accountability Reports and Student Listings in TEAL
In order to facilitate the posting of 2023 accountability reports, all 2021 accountability reports and student listings for all campuses and districts will be removed from the TEA Login (TEAL) Accountability application on Friday, April 14, 2023. Once removed, the data contained in each report and student listing will be unavailable. Please ensure that your district downloads and maintains a copy of these reports and data for your records.
The accountability reports consist of accountability summaries, calculations, and data tables for each domain. Accountability student listings include data that was used to calculate the STAAR performance; College, Career, and Military Readiness (CCMR); and English Language Proficiency components for 2021 accountability.
Assessment Scoring and Reporting
Spring 2023 TELPAS Administration
- Calibration Trainings The calibration window for new and returning Texas English Language Proficiency Assessment System (TELPAS) holistic raters opens February 6, 2023. Practice sets and calibration sets are now available in the Learning Management System (LMS). Currently, there is an issue accessing the calibration trainings with Safari. Raters should use a different browser to access the calibration trainings as we work to resolve this issue. As a reminder, district testing coordinators received their calibration passcodes on February 1 in their secure inbox in the Test Information Delivery Engine (TIDE). Raters should be provided the appropriate passcodes only during monitored calibration sessions.
- Holistic Rating Upload Process With the new holistic ratings upload process for TELPAS, a Holistic Rating Upload task is now visible in TIDE in the Appeals/Score Codes module within the Test Administration panel. The Holistic Rating Upload task will be accessible in TIDE throughout the TELPAS testing window, February 20–March 31, 2023. In addition, the new Holistic Ratings Upload template is now available on the Texas Assessment website on the Technology Resources page so that districts can become familiar with the layout and required information. A training video on the holistic ratings upload process has been added to the District and Campus Coordinator Resources on the Enter Student Information into TIDE page in the Complete Administrations section.
- TELPAS Test Completion Rates Report Based on feedback from educators, the test completion rates report for TELPAS has been updated. In addition to viewing completion rates by test and domain, users can now view overall combination completion rates by grade. Users can verify the number and percentage of students who have completed all TELPAS components and monitor completion rates by test to track rates of students who have not yet taken all tests needed for a composite score. The TELPAS test completion rates report includes online listening and speaking tests and reading and writing tests as well as paper reading tests entered through the Data Entry Interface (DEI). TELPAS holistic assessments are not included in the completion rates report but can be verified by selecting Holistic Rating Upload as the request type from the View Requests task in the Appeals/Score Codes module.
Spring 2023 STAAR Administration
For the spring State of Texas Assessments of Academic Readiness (STAAR®) administration, the initial order shipment of test administrator manuals is scheduled to arrive between February 21 and February 24, 2023. District personnel can now log in to TIDE to see how many STAAR Test Administrator Manuals they will receive. Explicitly teach the online symbols to students, especially those who have content and language supports and text to speech. Don’t just let them take the practice test. Teach a symbol, have students go to the test and practice that skill. Then, let them frequently practice how to use it. Here is a step by step guide to get you started!
03/09/2023 Additional Opportunity to Request Paper Materials for the Spring 2023 STAAR Administration
The additional guidance from Student Assessment is below:
RTCs have sent questions to TEA for further clarification and will send out the answers once we receive them. If your district is content with the decisions you have made on eligibility for paper testers there is no action needed. Please also ensure clear communication about your criteria and process is provided to campus administrators in your school district, as this is a district leadership decision, to avoid miscommunication with parents and the public.
Upcoming Texas Assessment Program Activities March 6
DECEMBER 2022 STAAR ADMINISTRATION
Final assessment reports for accountability including updated student report cards and data files will be posted to district testing coordinator’s secure inbox in the Test Information Distribution Engine (TIDE) on March 13, 2023. Final results will be available in the Family Portal and Analytic/Research Portal on March 16.
SPRING 2023 STAAR ADMINISTRATION
District technology staff can begin performing system checks on testing devices for the spring 2023 State of Texas Assessments of Academic Readiness (STAAR®) administration beginning March 20, 2023. Any updates or patches applied to operating systems or software necessary for online testing require additional system checks. Technology changes, including the application of software patches, cannot be made during a test administration. District coordinators and technology staff should use the available resources and complete the tasks listed on the System Checks page in the District and Campus Coordinator Resources.
SPRING 2023 STAAR ALTERNATE 2 ADMINISTRATION
- Additional Paper Order Windows
The spring 2023 STAAR Alternate 2 administration additional order window is March 3–April 21, 2023. To place additional orders, use the “STAAR Alternate 2, Paper Materials Management” option from the Administration Tasks dropdown menu upon logging in to TIDE. Then select the Additional Orders task from the Orders module. Districts are reminded that additional orders are only available after overage materials have been exhausted. When placing orders, district personnel must have students entered in TIDE with corresponding STAAR Alternate 2 eligibility and use the previously provided form assignments. Orders may be rejected if for assignments are not correct or corresponding students have not been entered in TIDE.
- Updated Data File Layout
The Performance Level Indicator fields in the STAAR Alternate 2 grades 3–8 and end-of-course (EOC) district data file layouts have been updated. To be consistent with STAAR, the value for Satisfactory has been changed to 2M. Updated layouts have been posted to the Texas Education Agency (TEA) website and the Texas Assessment website. For any questions regarding this field, please contact the Division of Performance Reporting at (512) 463-9704 or Performance.Reporting@tea.texas.gov.
2023 TELPAS ADMINISTRATION
- Composite Scores
Students assessed with the Texas English Language Proficiency Assessment System (TELPAS) should not have their grade changed until the administration window closes on March 31, 2023. In order to receive a composite score, students must remain in the same grade for submission of all four domains (listening, speaking, reading, writing) through online tests and Data Entry Interface (DEI) entries. Students with online test or DEI submissions in different grades across the four domains will not receive a composite score.
- Updated Data File Layout
The Listening Student Response by Item field of the TELPAS district data file layout has been updated to include partial credit for 2-point items. An updated version has been posted to the TEA website and the Texas Assessment website.
TRAINING UPDATES
The How to Manage Secure Test Materials training video has been posted to the Learning Management System (LMS). This training will review how district testing personnel should handle secure test materials before testing, on test day, and after testing.

Development of the 2025–2026 Student Assessment Testing Calendar March 3
The purpose of this communication is to notify Texas public school districts, open-enrollment charter schools, and Education Service Centers (ESCs) about the posting of a draft version of the 2025–2026 Student Assessment Testing Calendar. In addition, updated versions of the 2024–2025 and 2023–2024 Student Assessment Testing Calendars are available. The drafts of these testing calendars are posted to the Texas Education Agency (TEA) website at http://tea.texas.gov/student.assessment/calendars/.
These three testing calendars have been developed based on educators’ requests to receive the spring State of Texas Assessments of Academic Readiness (STAAR®) results before the end of the school year. To address this request, the spring STAAR testing windows have been moved up one week. The calendars maintain:
· two-week online testing windows for all STAAR assessments and
· the testing windows for STAAR Alternate 2, the Texas English Language Proficiency Assessment System (TELPAS), and TELPAS Alternate.
In addition, a stand-alone field test for STAAR is scheduled for February 2024. More information regarding the stand-alone field test will be provided later this year in a separate communication.
TEA is accepting public comments on the draft versions of the 2025–2026, 2024–2025, and 2023–2024 Student Assessment Testing Calendars. Public comments on the draft calendars should be sent to Test.Calendar@tea.texas.gov by Friday, March 31, 2023.

STAAR Interim Assessments
STAAR Interim Assessments, an optional online tool to help educators monitor progress and predict student performance on STAAR, will be available during the 2022–23 school year for all STAAR tested grades/subjects and courses. Interim assessments are full-scope tests designed to be administered one to two times during the school year, depending on the content area. Interim assessments will include new item types that will appear on STAAR in Spring 2023, except for constructed response questions because they are not machine-scorable. Windows for administering interim assessments can be found in the table below.

Grades 3–8 RLA, Spanish grades 3–5 RLA, grades 3–8 mathematics, Spanish grades 3–5 mathematics, algebra I, English I, and English II
Texas Formative Assessment Resource (TFAR)
TFAR is a free, optional platform used by educators to create, administer, analyze, and share formative assessments. Teachers will be able to analyze the results of these formative assessments to help inform instructional choices such as making immediate lesson plan adjustments or providing specific interventions for students at the level of individual standards.
TFAR is meant to supplement and support existing LEA resources and formative assessment practices. Assessments created in TFAR should be combined with a broader set of classroom formative practices that are part of a coherent instructional framework.
Additionally, formative assessments from select, high quality instructional materials (HQIM) with an open education license will be available to administer through the same online test administration system as assessments created using TFAR. Assessments from math and RLA curricula, grades K-5, will be prioritized, and other, select curricula’s assessments will be released on a rolling basis. More information about which HQIM products’ tests will be available in the online system and the release dates of these tests will be available in the fall.
TELPAS Spotlight
When TELPAS writing was a holistically-rated student writing collection, those resources could be kept up. However, if the inquiry is about the new online writing assessment, the testing environment needs to be appropriate for testing and no instructional displays are visible that could provide a direct source of answers for the subject-area assessment being administered. In this case, it is the TELPAS writing domain that is being tested.
Redesign of TELPAS Reading and Writing
Based on input from educators, the Texas English Language Proficiency Assessment System (TELPAS) reading and writing domains will be combined in an online test for students in grades 2–12 this year.
Because of this new standardized version of a writing assessment, districts will no longer need to holistically rate writing samples for students in grades 2–12.
Students in kindergarten and grade 1 will continue to be holistically rated in all four language domains—listening, speaking, reading, and writing.

District Planning Estimate (DPE) PEIMS Fall Enrollment in the 2022–2023 Preliminary SOF Reports March 20
The 2022–2023 preliminary summary of finances (SOF) reports now incorporate (in Run ID 40111):
- ADA and FTEs –– Adjustments were only made to data in the DPE column using PEIMS Fall enrollment and the prior year’s attendance to enrollment ratios. This adjustment attempts to project settle up and does NOT impact cash flow. Districts should use local state aid templates to estimate settle up, as districts have access to more up-to-date attendance information locally. At near-final settle up in September 2023, data in the DPE column will be replaced with actual ADA and FTEs from summer PEIMS submissions.
- For charter schools, the SOF reports reflect self-reported attendance from the FSP system.
Note: Maintenance of Effort and Equity (MoQ) calculations shown on the Other Programs Detail Report will continue to change through near-final and final settle ups.

TX Model Training for Administrators PPT linked below (we’re not permitted to send as an editable deck), so feel free to use it with your administrators, as needed. You are welcome to present it as is or incorporate into your district’s mandatory training. As a reminder, TEC §21.054 (as well as TEC §33.005 and §33.006), present an opportunity for SCs and administrators to work together to identify appropriate school counselor duties so students receive optimal support.
Supporting Students Behavior
When people ask me what I wished I had learned more about in school, my answer is easy… behavior. So much of my time has been spent supporting student behavior, but I feel like I didn't know much about it before I went into the field. It was definitely trial by fire. And while I definitely don't know everything about child behavior, I did want to share some resources that I think you'll find helpful! -Counselor Chelsey
