Coupeville School District
Message from our Board of Directors:
Dear Coupeville School Community,
As we continue to move towards the end of the school year, the Coupeville School District Board of Directors wants to take a moment to reaffirm our commitment to your students, this community, our staff, and the families that we serve. The vision and mission of the Coupeville School District is to prepare every student for their future by providing an educational foundation that allows students to reach their potential.
There has been an incredible amount of work done by our District and our amazing staff team this year. This work continues to bring us into alignment with state laws and school policy; this work includes:
A district-wide review and restructuring of student discipline practices, in partnership with school-level teams
Renewed focus on High School and Beyond Plans for all middle and high school students, helping to identify steps toward post-secondary goals
A comprehensive review of our Special Education program to ensure access to a free and appropriate education
Proactive efforts to strengthen student attendance and engagement
Important work is also being done to continue to ensure the educational foundation that your students receive allows them to reach their potential.
Great efforts have been taken to evaluate and increase our CTE courses and build meaningful schedules for our students.
We are taking steps to improve mental and behavioral health support, and build comprehensive counseling plans.
A focus remains on improving campus safety through emergency response plans, positive behavior interventions, multi-tiered systems of support and physical improvements to our building security.
Our budget is receiving a thorough review as we continue to strengthen the management and allocation of fiscal resources.
Collaborative efforts are underway to identify grade level learning standards and align academic instruction between grade levels to ensure successful transitions.
We are so proud of our staff team and the efforts that we have observed as our district continues to grow and improve.
Our district leadership has implemented several key initiatives that demonstrate our commitment to inclusive decision-making and student-centered education.
We have established Building Leadership Teams that provide staff with a meaningful voice in decisions affecting our students' education.
Student representatives now serve on our Budget Committee, ensuring student perspectives directly inform our resource allocation decisions. The Budget Committee itself was established to provide transparency to our financial health, planning and the prioritization of funding needs in the coming year to our staff, students and community.
Additionally, our newly re-formed Instructional Materials Committee is developing robust procedures to have guaranteed and viable curriculum across all grade levels.
These structures reflect our commitment to honesty, collaboration and shared governance as we continue to move forward.
As an educational institution we are legally obligated to follow federal and state laws. These laws are very important and meaningful, they help us to ensure that your students receive the best learning environment possible. These laws also require the district to protect student and staff privacy. The district will not comment on personnel issues related to students or staff.
We acknowledge that change will impact our staff, our students and our community in various ways. Administrative turnover is never easy. This year has brought new expectations, new systems, new teams, and new people into our district. We are excited to see the positive growth at the elementary school over the last 6 months and we anticipate similar progress at our secondary schools as we welcome new administrators.
Our desire is for each of your students to graduate from Coupeville High School, feeling empowered, prepared, and equipped for the next step of their journey. The hard work that is taking place this year is foundational to that goal. Our team stands united as we have already seen positive results. We are confident that the future of our schools and students remains bright.
We remain committed to our mission and vision; the door of communication remains open to each of you. Our District Leadership team, and our School Board welcomes input and respectful conversation as we move forward together. Thank you for being an amazing community that shows up in support of our students.
In Gratitude,
Morgan White

WELCOMING OUR NEW HIGH SCHOOL PRINCIPAL/CTE Director: DAN BERARD
I am excited to announce that, pending board approval on Wednesday, Dan Berard will be joining our district leadership team as the new High School Principal/CTE Director beginning July 1.
Mr. Berard was selected through a comprehensive process that included a panel interview with 11 staff members, a student-led tour with questions developed by our students, and opportunities for staff observation and feedback. This thorough approach helped us identify a candidate who closely aligns with the qualities our community indicated were most important in our principal search survey.
Our community survey revealed several priorities that guided our selection:
- 93% of respondents rated "Strong Communication Skills with Families" as very important (4-5 rating)
- 86% prioritized "Experience in Secondary Education" as highly important
- 86% valued "Visible Presence During School Activities and Events"
- 86% emphasized the importance of "Skills in Staff Leadership and Development"
- 80% highlighted "Experience Supporting Diverse Student Needs" as significant
Mr. Berard brings extensive experience that aligns perfectly with these priorities. His background includes serving as Middle School Principal, Assistant Principal, Dean of Students, and Athletic Director in the Mount Vernon School District, followed by leadership as Executive Director of Categorical Programs.
Throughout his career, Mr. Berard has demonstrated expertise in several areas essential to our district's growth, including:
- Safety and security measures, including emergency planning
- Family and community partnerships - Team building and staff development
- Student engagement and quality instruction
- Athletic administration and program development
In his dual role as CTE Director, Mr. Berard will focus on expanding our career and technical education pathways to provide students with more opportunities to develop workplace skills and earn industry certifications. His experience managing over 30 grants annually will be invaluable as we strengthen connections between academic learning and career preparation. Mr. Berard has a proven track record of developing innovative programs that align with workforce needs and creating meaningful partnerships with local businesses and industry leaders.
His successful leadership in reducing office referrals by 75% through reformed school discipline approaches aligns with our commitment to creating supportive learning environments where students can thrive. Additionally, his experience developing innovative family engagement programs will be valuable assets to our district.
Mr. Berard's educational philosophy centers on balancing accountability with connection—focusing on both academic excellence and the social-emotional wellbeing of students. He is committed to working collaboratively with staff, students, and parents to build upon Coupeville's strengths while addressing areas for growth.
Please join me in welcoming Mr. Berard to our community. For those who completed our principal search surveys, thank you for your input—your feedback was instrumental in this selection process. We look forward to introducing Mr. Berard to our community in the coming weeks.
Sincerely,
Shannon Leatherwood Superintendent

Budget Committee Process
Budget Committee Recognition
We want to extend our sincere gratitude to the 30 dedicated staff, students, and community members who served on our Budget Committee from January through April of this year. This diverse team worked tirelessly to analyze our district's financial situation, including potential state apportionment, federal funding uncertainties, and other budgetary factors.
Their collaborative efforts resulted in thoughtful recommendations for potential reallocations and reductions that balance fiscal responsibility with our educational mission. Their insights have been invaluable as we navigate these challenging financial circumstances.
The committee will reconvene in June to review our draft budget for the upcoming school year before we make the recommendation to the board for approval. We invite all community members to learn more about their important work by visiting our district website below, where you can access detailed financial information, review committee meeting minutes, and read through the questions and answers that guided their process.
Thank you to everyone who contributed their time and expertise to this essential work!
