TAMS Updates
October 9, 2023
An invite from Gold Sponsor Corwin
And so it begins:
As the voucher fight continues, the time has never been riper for our education organizations and local communities to come together in support of public schools. And that is what we are doing and have been doing over the past several months in anticipation of the upcoming Special Session.
BIG, But Not Surprising News:
The Governor has called for the Third Special Session, beginning on Monday, October 9, 2023, and issued a proclamation identifying agenda items for the special session, which include:
EDUCATION FREEDOM: Legislation providing education savings accounts for all Texas school children.
- BORDER SECURITY:
- Legislation to do more to reduce illegal immigration by creating a criminal offense for illegal entry into this state from a foreign nation and authorizing all licensed peace officers to remove illegal immigrants from Texas.
- Legislation to impede illegal entry into Texas by increasing the penalties for criminal conduct involving the smuggling of persons or the operation of a stash house.
- Legislation to impede illegal entry into Texas by providing more funding for the construction, operation, and maintenance of border barrier infrastructure.
PUBLIC SAFETY: Legislation concerning public safety, security, environmental quality, and property ownership in areas like the Colony Ridge development in Liberty County, Texas.
ENDING COVID RESTRICTIONS: Legislation prohibiting COVID-19 vaccine mandates by private employers.
What’s not on the call? Well…public school funding.
Interesting.
All along, we have assumed that vouchers would be tied to a school finance bill, but now it
might come down to a school finance bill being tied to a voucher bill since vouchers are clearly
the priority of the Governor. And to be honest, we are not yet clear on how public school
funding will play into this special session, or even if it will, considering that it is not even
included as an agenda item. In this case, perhaps vouchers are a stand-alone bill that will test
the will of Legislators, particularly rural Republicans in the House who have held the line against
vouchers in support of their local communities. As the session begins to take shape and
hearings are scheduled, we should know more and will continue to update you on the status of
pending legislation.
As a reminder, under Texas law, special sessions are limited to topics set by the governor and can last up to 30 days.
Speaking of Hearings:
As the special session kicks off, there are two hearings already scheduled for this week.
The Senate Finance Committee plans to hold a public hearing on Monday, October 9, 2023, at 2:00 PM in E1.036, regarding legislation that includes teacher compensation and funding for public schools. What’s interesting about this hearing is that it does not address the agenda items noted in the Governor’s proclamation. Even so, we will be paying close attention to the discussion and outcomes of this hearing, as we suspect potential motives tied to vouchers. If you are unable to attend the hearing in person, you can live stream it at this link.
The Senate Committee on Education will hold a public hearing on Tuesday, October 10, 2023, at 9:30 AM to consider proposed legislation creating an Education Savings Account Program to provide additional educational options to assist families in exercising the right to direct the educational needs of their children. Public testimony will be allowed and limited to 2 minutes. Our TAMS President, Benny Soileau, will be testifying against vouchers on behalf of TAMS and our membership. If you are unable to attend the hearing in person, you can live stream it at this link.

Final Thought for the Week: “Don’t just focus on what makes the most noise. Focus on what makes the most value.”
In the midst of the “political noise” all around us, we must stay focused on our “purpose”. That means keeping our students’ best interest and well-being at the center of every decision we make. There is nothing of greater value than focusing on the needs of our students and providing every educational opportunity possible to ensure they are life-ready after high school. THAT is what public education is about. THAT…is what we do BEST!
Please let us know how we can help and support you as you continue to “rise above the noise” in the best interest “and value” of your students and school community.
Onward and forward.
