Region 10 is hosting the third annual ICE Symposium in March, check out the flyer below for registration information! Our keynote speaker is Dr. Liz Angoff. She is a former classroom teacher and eventually became a school psychologist with a specialization in neuropsychology.
Dr. Liz has made helping children understand their brains a cornerstone of her practice. At this year's ICE Symposium, she will talk about this and other relevant topics, including a session regarding AI. In the meantime, check out her latest blog post on using AI in our practice.
Finally, you will want to review the TEA updates regarding the Texas Dyslexia Handbook and proposed revisions.

EVALUATORS EXPO
Resources for your tool box
Many of you were able to join us for two amazing webinars with Dave Kilpatrick, professor at New York University in Cortland, researcher and school psychologist. I walked away challenged and with knowledge of specific research that will help me to explain why many of our students despite learning how to decode, never become fluent readers. While I am not at liberty to share a recording of these sessions, I am able to share two articles for your review.

Ask the Expert Series
This year we are going to try a new series to support you in your work. Have you ever thought, I would really love to sit down with someone like Dr. Schultz or Dr. Cheramie to review a case, so they can provide me guidance based on their expertise in the field of evaluation?
During each session, we will have 2 of our favorite experts including a bilingual evaluation expert on the panel to review your cases. These 2-hour sessions will be set up to allow attendees to submit cases for review by experts in evaluation.
Registered participants will be contacted a few weeks before each session, so that case information can be submitted to the experts as they prepare for the session. You can submit data from a previous evaluation or one you are currently working to complete. District/ charter and student information will be kept confidential. Our goal is to review one monolingual student case and one bilingual case during each session. Additionally, the experts will provide feedback regardless of the PSW model being applied and cases are not limited to SLD.

Legal Update
REPRINTED FROM JIM WALSH’S “DAILY DAWG” WITH PERMISSION FROM THE WALSH GALLEGOS LAW FIRM.
THE PRIME DIRECTIVE
When I was in law school I studied Star Trek more than the law. Every day in the afternoon there was a Star Trek re-run. I watched them all. One thing I remember from all that is The Prime Directive. Starfleet crew were to avoid interfering with the normal development of any society. Captain Kirk often explained the tough decisions he made because of The Prime Directive.
There is a Prime Directive in special education law also. It came to mind when I saw this quote in a court case from New Jersey:
I further FIND that in order to accommodate the desires of the parents, and perhaps avoid litigation, the District lost sight of its obligation to provide an IEP which provided [the student] with a meaningful educational benefit.
Keeping the parents happy is a worthy goal. Avoiding litigation is a good idea. But neither of those are The Prime Directive in special education.
The Prime Directive is to serve the student well, to offer an IEP that will provide FAPE. In this case the district’s failure to abide by The Prime Directive was costly. The court awarded tuition reimbursement to the parents based on the district’s failure to provide FAPE. Key factors: Though eligible for special education, the student was not re-evaluated from 2008 to 2018; there was no waiver from the parents of the evaluations; the student’s grades ranged from C to F and she failed to meet many of her goals and objectives but was passed “to the next school level each year.” The school pointed out that the parents refused to consent to evaluations and declined to agree to some IEP services because they were providing those services privately. The court disregarded that. The Prime Directive drove this decision.
It's East Brunswick Township BOE v. D.S., decided by the federal court in New Jersey on July 28, 2023. It’s cited at 123 LRP 22741 and 2023 WL 4841833..
DAWG BONE: LET’S REMEMBER THE PRIME DIRECTIVE.
