Proposed Updates to Personal Electronic Device Policy
Olathe Families,
As you may be aware, during the 2026 Legislative session, the Kansas Legislature passed a new state cell phone law that prohibits the use of cell phones and personal electronic devices during the school day on school premises. Per state law, devices must be turned off and securely stored during the school day.
At the July 9 Board of Education meeting, district administration presented proposed changes to the district’s current Policy JTC- Personal Electronic Devices, that would bring Olathe Public Schools into compliance with the newly passed state law that goes into effect beginning in the 2026-27 school year.
While the board will not take action on the proposed policy until the Aug. 1 meeting, we wanted you to be aware of the recommended policy changes under consideration as you begin planning for back to school. Key highlights from the proposed policy updates include:
- Elementary and PreK: Personal electronic communication devices, if on school premises during the school day, must be stored in the student’s backpack, in a personal storage bag or container, in a school-designated storage solution or other area designated by school administration.
- Middle and High School: Personal electronic communication devices, if on school premises during the school day, must be stored in a student’s locker, in a school-designated storage solution, in the student’s vehicle (high school only) or other area designated by school administration.
Students found in violation of the policy will be subject to disciplinary measures as identified in Policy JCDA (Behavior Code) and Policy JTB (Student Acceptable Use of Technologies Policy), as well as the Code of Student Conduct. In the Code of Student Conduct, personal electronic devices are addressed under: Misuse/Use of Technology/Violation of Network Practices (Class II) and; Possession of Education Nuisance (Class II).
To view the full presentation and policy overview, please watch our recorded Board meeting on the district’s YouTube channel. As updates to the policy are finalized, more communication will be shared with students and families prior to the start of the school year.
Sincerely,
Olathe Public Schools Administration
So, What Does This Mean for My Student?
Beginning this school year, a new Kansas law requires that all personal electronic communication devices be stored away during the school day. This includes cell phones, smartphones, smart watches, Meta/Ray-Ban smart glasses, earbuds, headphones, and other personal electronic devices.
At Oregon Trail Middle School, students have three options:
1) Leave personal electronic devices at home.
2) Store devices in their assigned hallway locker for the entire school day. (See Locker Information below.)
3) Check devices into the Front Office each morning, where they will be stored in a secure location and may be picked up at the end of the school day.
Students should not carry or use personal electronic devices during the school day unless they have an approved accommodation. If your student needs to carry a personal electronic device for a medical reason, please contact your student's Assistant Principal and School Counselor prior to the start of school so we can develop an appropriate plan to support your student while meeting state requirements.
If a student is found in possession of or using a personal electronic device during the school day, the device will be handled in accordance with Kansas law, Board of Education policy, and Olathe Public Schools' administrative guidelines. Students may be subject to school consequences, including confiscation of the device and progressive disciplinary action as outlined by district and state expectations.
We appreciate your partnership as we implement this new state law and work together to create a learning environment where students can remain focused, engaged, and connected with their teachers and classmates.
Locker Information
OTMS Locker Check-Out 7/29 and 7/30
If you are interested in checking out a locker for the 2026-27 school year – you have been pre-assigned a locker in your respective grade level hallway. Oregon Trail will be open on July 29th (8AM-2PM) and July 30th (8am-2pm) for you to view your locker and/or practice the combination.
Locker Check-out Process
Locker Directions and Agreement Forms:
For your convenience, the Locker Directions and Locker Agreement Form are attached below. Families are welcome and encouraged to print these forms at home, review them together, and bring the signed Locker Agreement Form with them to help expedite the locker checkout process.
1) Please enter through the front office. If you have not already printed and completed the attached forms, the office will provide you with a Locker Instructions/Guidelines sheet and a Locker Agreement Form. You and your parent/guardian will need to read the agreement and sign the form. The front office staff will collect your completed agreement form—students are not permitted to receive a locker without a signed agreement form on file.
2) The front office staff will provide you with your locker number and combination. Students are welcome to go to their locker and practice opening it using the combination. Due to the building still being prepared for the upcoming school year, please refrain from walking the hallways or visiting other areas of the building beyond your assigned locker.
If you are unable to come up to the school on July 29th or 30th, you will still have a locker available for you. The afternoon of Aug. 4th (10:30AM-2:30PM) will be another opportunity to come up to the school to get your locker #/combination and practice before the beginning of the school year.
Thank you!

Attention Parents of 7th Grade Students...
Last year's 6th-grade parents should have received a notice via the US Postal Service in early May if their student needs the required TdaP and Menactra immunizations as an incoming 7th grader. These are routinely given at 11-year physicals. You can check ParentVue to see the status of your student's vaccine records. Choose your student and click on the health section. If Tdap and Men(ACWY) are red, your student(s) needs this vaccination. Please provide documentation by email at rmandacina@olatheschools.org, fax at 913-780-7256, or in person before August 14th.
A reminder Blackboard email will be sent out in August before school starts to parents whose students still need to get vaccinated. Vaccines are available at your physician’s office, walk-in clinics (including Health Partnership Clinic {sliding scale payments available}, CVS, Walgreen’s, Target, Walmart, and the Johnson County Health Department).
PE Uniform Reminder for the 2026-27 School Year
Parents,
Please remember to purchase a PE uniform for your student during registration this summer. All students are required to have an Oregon Trail PE shirt and PE shorts in order to participate in Physical Education classes. Students are expected to dress out in their PE uniform with tennis shoes each day they have PE.
Thank you for your support in ensuring your student is prepared and ready for success in PE!
How to Order PE Uniforms:
We have received several questions about how to purchase OTMS PE uniforms for the upcoming school year.
PE uniforms can be ordered and paid for through TouchBase, the same online system used to pay student tuition and fees.
Order Here: https://ks-olathe.intouchreceipting.com/
To purchase a PE uniform:
- Sign in using your TouchBase username and password.
- Click on your student's name.
- Select Items at Student's School.
- Click on PE Uniforms.
- Select the quantity you wish to purchase.
- Click Buy to add the item(s) to your student's cart.
- Complete the checkout process.
Once your purchase is complete, your student's name will automatically appear on a list for our PE teachers, so there is no need to bring a receipt or notify the school that you have purchased a uniform.
If you have any questions or need assistance with your order, please don't hesitate to contact the OTMS front office.

Student Breakfast and Lunch Information
Taking Care of School Device & Charges
Our students rely on their school-issued devices every day for learning, collaboration, and accessing important resources. Taking proper care of these devices helps ensure that instruction continues without interruption and that all students have access to the tools they need to be successful.
We ask families to partner with us in reinforcing a few simple habits:
- Keep devices in a safe place when not in use
- Avoid food and drinks near devices
- Charge the device nightly using the assigned charger
- Handle devices with care (no dropping, throwing, or placing heavy items on them)
- Do not allow others to use your device—students are responsible for any damage that occurs while it is assigned to them
Device Fee Information
Devices and chargers are provided to support student learning, but they are also the responsibility of each student. If a device or charger is lost, damaged, or broken due to misuse, fees may be assigned. Examples may include:
- Cracked or damaged screens
- Missing or damaged chargers
- Lost devices or cases
- Intentional damage or misuse
*See Device Fee Information below for fees associated with damage, loss, etc.
Fees will vary depending on the type and extent of the damage or loss. Our goal is not to penalize students, but to maintain a sustainable system so we can continue providing high-quality technology for all learners.
Thank you for your support in helping students take care of these important learning tools!
New Olathe Ordinances Focus on Bike, E-Bike and Scooter Safety
We wanted to share the newly-updated rules for bikes, e-bikes and scooters from the City of Olathe.
Here are the key points for our students:
- All riders under 18 years old must wear a helmet when riding on an electric scooter or e-bike.
- Electric scooters cannot be ridden on the road unless the speed limit is 30 MPH or under and there’s no sidewalk.
- E-bikes may be ridden on roads with speed limits up to 40 MPH.
- Riders of bicycles or any motorized device must yield to pedestrians and warn them before passing (ring the bell, say “excuse me” or “on your left”, etc.)
- There is a 15 MPH limit for electric scooters and e-bikes on the sidewalk.
- It is illegal to ride a bicycle, e-bike, or electric scooter in a careless, reckless, or negligent manner or weaving in and out of traffic. Stay as close to the right side of the road as possible except when turning left.
An electric scooter or e-bike must have proper lighting and be visible in order to ride at dusk or at night.
- Electric powered “bikes” that cannot be pedaled are actually motorcycles or motor-driven cycles and require a license to ride.
If you get into an accident while riding on a bicycle, electric scooter, or e-bike where someone is injured or property is damaged, you must provide contact information to other parties involved and report the accident to the police.
Parents may not authorize or knowingly permit their children to violate any Olathe bicycle, e-bike, or electric scooter regulations.
We encourage families to have a conversation at home that will help keep everyone safe. Please read the complete list of updated rules by visiting OlatheKS.gov/RollSafe.

OTMS Arrival and Dismissal Procedures
Dear OTMS Families,
Here is a quick reminder of our traffic flow for student drop-off and pick-up. We want to ensure a safe and efficient process for all of our students, families, and staff.
Student Walkers
Students who walk to and from school through our neighborhoods should always use sidewalks and stay clear of the roads and neighbors’ yards. Thank you for helping us keep everyone safe and respectful of our community.
Morning Arrival
Busses: Use the east parking lot for student drop-off.
Parents/Car Riders: Use the front drive. To help with the flow of traffic on Dennis Avenue, please pull as far forward into the front drive as possible to allow more vehicles access.
SPED Busses & Assisted Transportation: Also use the front drive.
Afternoon Dismissal (3:20 PM each day)
Busses: The front drive is reserved for buses until approximately 3:30 PM. Bus riders will exit through the front doors.
Car Riders: Students will exit through the east doors (Tiger Eyes/Bike Rack doors). Families must use the east parking lot for pick-up, following the perimeter of the lot as a car line. Please pull all the way forward to allow traffic to flow efficiently.
For safety reasons, please do not park in the lot and ask your child to cross traffic. All students must enter vehicles from the right-hand side of the car along the perimeter.
Bike Riders
Students may lock bikes on the racks on the east side of the building.
Bikes, electronic bikes, skateboards, scooters, etc. must be walked, not ridden, while on campus.
Thank you for your cooperation in helping us keep arrival and dismissal safe and smooth for everyone. Parents have done a wonderful job so far, and we truly appreciate your continued support!
