Together We Rise: Updates from the Principal

8/15/2025

A Message from Dr. Delgado

We’ve had a wonderful first three days of school, and it has been an absolute delight to see our students back on campus! Their excitement to be here was palpable, and each day seems even better than the last. While there were a few small bumps along the way, our staff has worked seamlessly to ensure smooth routines and a welcoming environment for all.

The Westview community extends far beyond our school walls, and we are so grateful for your support. Many families walked their students to the door, waving excitedly as they entered. We were also honored to have visits from district leaders, including Superintendent Dr. Quentin Shepherd, Chief of Human Resources Willie Watson, and Assistant Superintendent Hutcherson Hill. In addition, four of our school board trustees joined us to welcome students back: Board President Chevonne Lorigo-Johst, Vice President Kelly Daniel, Secretary Charlie Torres, and Renae Mitchell. Their support, along with yours, strengthens our school community and helps us continue improving academic outcomes at Westview Middle School.

Today, the Texas Education Agency (TEA) released school accountability ratings for the 24-25 school year. Westview earned a score of 59 out of 100 (“F” rating). The 23-24 school year score was 57 (“F”), marking three consecutive years of “F” ratings. If ratings had been issued for 21-22, Westview would have also earned an “F.”

Schools that receive an “F” rating for three years are required to develop a School Turnaround Plan (TAP), created with input from the school community. While we have already implemented proactive changes to our learning and operational systems, I look forward to sharing our plans with you and hearing your feedback. Together, we will ensure Westview is positioned for success for years to come. More information about this process will come in the future through newsletters and emails.

I have included a link below that you can use to access more detailed information about our school ratings for the last few years.

Thank you for your continued support and partnership.

All 6th grade students are required to provide proof of residency. Please bring a utility bill (water, gas, or electricity), lease agreement, or a recent tax receipt showing home ownership. Please bring your proof of residency now and before school so your student doesn't have a delay to their start of the school year. Student Personal Device Guidelines

During the state’s 2025 legislative session, lawmakers passed and Gov. Greg Abbott signed into law a bill that prohibits students from using personal devices during school hours.

House Bill 1481 takes effect the 2025-2026 school year and requires all Texas school districts to prohibit students from using "personal wireless communication devices," which the law defines as “any wireless electronic communication device, other than a device provided to students by a school for instructional purposes, capable of transmitting and/or receiving data.”

What Devices are Restricted:

  • Personal cell phones

  • Tablets

  • Gaming devices

  • Smart watches

  • Bluetooth headphones or earbuds

  • Fitness trackers that can send or receive messages

  • Personal computers not being used for instructional purposes

  • Two-way radios

  • Pagers

  • Any other device capable of digital communication.

What Devices are Allowed:

Devices purchased and issued by Pflugerville ISD are exempt from this restriction.

What this means for Pflugerville ISD:

  • Students are expected to either leave personal communication devices at home or power them off and store them securely in their backpacks during the day. Device use is not permitted at any time during school hours, which includes passing periods and lunch times.

  • Exceptions will be made for documented medical needs and special education accommodations. (Families who wish to request this exception should work directly with their campus nurse or administrator)

PfISD leaders understand this is a big change for our students and families, and have developed a phased-in approach to help students and families adjust.

During the first nine weeks of school, we’ll focus on education and grace. Students will receive reminders, and staff will take time to explain the new expectations. Each campus will have a designated point person to help guide this transition, and families will receive information through school emails, newsletters, websites, and social media.

During this transition phase, the consequences for cell phone use will be progressive. Once we’ve given students time to learn the expectations, enforcement will shift to immediate and progressive consequences without verbal warnings.

The law is designed to support student learning, reduce distractions, and limit the potential for cyberbullying. To help students adjust, families are encouraged to speak with their students about this change and perhaps consider practicing being device-free at home.

Phase 1: Transition Period (August 13-September 18)

1st Offense: Verbal Reminder

2nd Offense: Device confiscated and returned at the end of the day.

3rd Offense: Device only returned to parent or guardian.

Chronic Issues: Parent meeting and progressive discipline.

Phase 2: Full Implementation (September 19-end of the year)

1st Offense: Device confiscated and returned only to parent/guardian.

2nd Offense: Confiscation and lunch detention.

3rd Offense: Confiscation plus half-day of ISS and a parent meeting.

Chronic Issues: Full day of ISS, behavior plan, or temporary ban of the device on campus.

Update from our Art Teachers

🎨 Art 1 Update

Art 1 is off to a fantastic start! Students have been learning classroom expectations and studio etiquette, while also brainstorming project ideas and student-centered themes to shape our curriculum.

Next week, we’ll begin exploring the big question: “What is Art?” This will mark the start of our art journey as we learn the basic principles of art.

Good news about supplies: All art materials will be provided! Students only need to bring a curious mind and a positive attitude to class.

Safety Protocols Safety Protocols

Hallway & Restroom Procedures

This year, we are being intentional about creating clear processes and routines for hallway access to ensure safety and maximize instructional time.

Last year, excessive student presence in the hallways created safety concerns and resulted in lost learning time. In many cases, restroom breaks were being used for purposes other than using the restroom.

New Restroom Pass System:

  • Each student will receive one restroom pass every six weeks.

  • Each pass allows for six restroom visits during class time within that grading period.

  • Outside of those six uses, students are expected to use the restroom before school, during lunch, or during passing periods.

  • We have extended passing periods this year to allow for these needs.

Additional Restrictions:

  • No student hallway access during 1st and 5th periods.

  • No leaving class during the first or last 10 minutes of any period.

We value instructional time and want every student to have the opportunity to make the most of their learning throughout the day.

Welcome Ms. Guzman as our Restorative Practices Facilitator Guest Educator

Welcoming Support for Restorative Practices

I’m excited to share that we have a new team member temporarily joining us to strengthen restorative practices at Westview—Ms. Guzman! It is expected that she will start early next week. Last year, Alina served as the SEL teacher at OC, where she played a key role on the leadership team and built the entire SEL system used, seamlessly weaving in restorative practices across campus.

Ms. Guzman has a wonderful way of connecting with students, and I’m confident she will bring the same positive impact to our Westview community. She will be serving as an extended guest educator, and we hope to have her with us for the next couple of months.
