Support for a New Middle School Through a Mill Levy Adjustment

Our commitment to providing the best possible educational experience for our students requires a new middle school building. The current facility no longer meets the demands of a learning environment and limits our ability to provide a safe, up-to-date space for students to thrive. To make this vision a reality, we are seeking the community's support for a modest tax increase through Education Technology Notes (Ed Tech Notes) that will enable us to qualify for substantial state funding. This step is essential to meet the Public School Facilities Authority (PSFA) requirements and gain a waiver to help fund the new middle school.

Quick Facts

  • TCMS Built in 1984 (40 years old). Buildings age out at 40 years.
  • Process from start to finish is approximately 5-7 years.
  • Cost for new middle school- $38 Million
  • Cost to renovate the middle school is approximately $20 Million
  • TCMSD Bonds-$3-7 Million
  • District/PSFA Match- 64%/36%
  • District Match increase to 94% after 2025 School Year unless new legislation passes.
  • 2024-2025 PSFA (Public School Facilities Authority) ranked TCMS #27 of 854 schools in NM in need of a new building.

To qualify for a waiver through PSFA/PED the district must have a Mill Levy of $10 per $100K on property taxes. Currently, the district has a $8.15 Mill Levy in place. The district can NOT move forward in the process without a Mill Levy increase.

February Ballot

A mail-in, postage-paid voter ballot for Educational Technology Notes ( EdTech Notes) is scheduled for February 25, 2025

  • Ballot to increase Mill Levy via Ed Tech Notes by $1.90 impact to property owners $63 per 100K home value.

Ed Tech notes bring in 6% of the school district's assessed value. It is estimated that the district would receive 750-$800K annually. Allowable uses of Ed Tech Notes include maintaining and upgrading technology needs, improvement and expansion of existing buildings, and teacher housing.
