❓ Will there be a stand-alone STAAR field test next year?

A stand-alone field test for STAAR is scheduled for February 5- 9, 2024. More information regarding the stand-alone field test will be provided later this year.

Field Tested Subjects: 3-8 RLA, Eng. I and Eng. II

❓ What are the sunsetting limits for CCMR?

The January Updates to Preliminary A–F Framework describes limiting the percentage of graduates who only meet CCMR criteria via a sunsetting IBC to five graduates, or
20 percent, of graduates, whichever is higher. Does this mean a 20 percent cap on the total sunsetting IBCs earned?

The agency proposes limiting the percentage of graduates who only meet CCMR criteria via a sunsetting IBCs to five graduates or 20 percent of the total annual graduates, whichever is higher.

Example: Texas High School has 200 annual graduates. 50 graduates earned ONLY a sunsetting IBC as their CCMR credit. With the limit, Texas High School would receive credit for 40 of these graduates (20 percent of the total annual graduates), and ten of these graduates would not generate CCMR credit. This limit would be applied within Student Achievement and School Progress, Part B: Relative Performance and would not be applied within Closing the Gaps.

A–F Estimator Tool (TEAL) Release

An updated A–F Estimator has been developed to reflect 2023 accountability methodology and is now available within the TEA Login (TEAL) Accountability application. The A–F Estimator prepopulates domain and component values with 2022 What If results. Users can enter predicted 2023 component values to estimate the corresponding 2023 domain and overall results. The accuracy and validity of the estimation is based solely on the data input by the user, and their understanding of the accountability system methodology.

Domain and overall rating estimations in the tool are based on the Preliminary 2023 accountability system methodology and are intended as a planning resource for districts and charter schools.

What If Report (TEAL) Release

What If ratings are now available to districts through TEAL as an excel data download. The What If ratings shared in TEAL applies the refreshed A–F framework to 2022 results. What If ratings are preliminary, based on 2023 Preliminary Accountability Manual methodology. Upon the final adoption and ruling of the 2023 Accountability Manual the 2022 What Ifs and final 2023 ratings will be reported on TXschools.gov.

Preliminary 2023 Accountability Manual

The Preliminary 2023 Accountability Manual, Chapters 1-12 are available here. Chapters 1–12 are open for public comment May 19, 2023–June 20, 2023. Details on the public comment period and how to submit comments can be found at: Proposed Commissioner of Education Rules | Texas Education Agency.

The final 2023 Accountability Manual will be published in Fall 2023.

CCMR Verifier

The College, Career, and Military Readiness (CCMR) Verifier is available in the TEA Login (TEAL) Accountability application from Thursday, May 24 to June 21. The CCMR Verifier provides districts an opportunity to verify the accuracy of their CCMR data and, if needed, submit official documentation to correct data. CCMR indicators determined by TSDS PEIMS submissions are not eligible for corrections, and therefore, will not be shown. The CCMR Verifier will contain data for 2021-22 annual graduates and non-graduating 12th graders.

Final 2022 Graduation and Dropout Information (TEAL) Release

Graduation data was released on June 8th in the TEA Login (TEAL) within Research & Analysis application. The 2021-22 annual dropout summary report provides annual dropout rates for a district and its secondary campuses by grade span (Grades 7-8, 9-12, and 7-12). The student listing presents information on the data used to build the rates. A summary report is created for each campus and district that had one or more Grade 7-12 students in attendance during 2021-22. Please direct questions to research@tea.texas.gov.

FAQs

What are Campus Comparison Groups?

Each campus is assigned to a unique comparison group comprised of Texas schools that are most similar to it. To determine the campus comparison group, each campus is identified by school type then grouped with 40 campuses that are most similar in grade levels served, size, percentage of students who are economically disadvantaged, mobility rate, percentage of emergent bilingual students/English learners, percentage of students receiving special education services, and percentage of students enrolled in an Early College High School program. Campuses in a comparison group come from anywhere across Texas.

Campus Comparison Groups are coming soon! They will be released in TEAL in Mid-June.

What are the opportunities for data correction in TSDS PEIMS?

The accuracy of all accountability reports is dependent on the accuracy of the information submitted by districts through TSDS PEIMS. The TSDS PEIMS data collection has a prescribed process and set calendar for correcting errors or omissions discovered after the original submission. Districts also have the option to access various summary reports through the TSDS PEIMS application to assist them in verifying the accuracy of their data prior to submission deadlines. For each submission, a resubmission window allows districts an opportunity to resubmit information if an error is detected. Data submitted to the Working File are not used in accountability calculations. See the Texas Education Data Standards at Texas Education Data Standards | TSDS (texasstudentdatasystem.org) for more details about the correction windows and submission deadlines.

Upcoming Texas Assessment Program Activities

SPRING 2023 STAAR REPORTING

The spring 2023 State of Texas Assessments of Academic Readiness (STAAR®) grades 3–8 preliminary assessment reports for accountability will be delivered to district coordinators’ secure inboxes in the Test Information Distribution Engine (TIDE) on June 9, 2023. These files will contain raw score information; performance level information is not available. Due to the timelines for resetting performance standards, Lexile and Quantile history fields in these files will be blank. However, this information will be populated in the final assessment files that will be delivered on August 11. For STAAR end-of-course (EOC) assessments, Lexile and Quantile measures included in the preliminary assessment reports for accountability, which will be delivered June 27, are not final. Updated Lexile and Quantile measures will be included in the final assessment files for STAAR EOC assessments that will be delivered August 8. Printed student report cards for STAAR EOC assessments will be delivered with STAAR grades 3–8 report cards and will arrive in districts by September 1.

2023 TELPAS ADMINISTRATION

District testing personnel must resolve test discrepancies and submit score code changes for the 2023 Texas English Language Proficiency Assessment System (TELPAS) administration during the data correction window from June 15 to 22, 2023. During this correction window, district personnel may request rescores for TELPAS speaking and writing. Only rescore requests for students who are at the advanced level for TELPAS speaking or writing will be processed during this time. Any changes will be reflected in updated reports used for accountability, which will be provided on July 25. All other rescore requests may be submitted starting July 26 but will not be reflected in reports used for accountability.

To submit a score code change, district personnel should select the “Change Score Code” option under the Request Type field in the Appeals/Score Codes module in TIDE. To request a rescore of TELPAS speaking or writing items, district personnel should select the “Re-Score a Test” option under Request Type in the Appeals/Score Codes module in TIDE. If a rescore does not result in an improved score, the district will pay a fee of $50. A purchase order number should be entered in the comment section of the Appeals/Score Codes module when submitting the rescore request in TIDE.

ANNUAL SYSTEM ROLLOVER

TIDE, the Test Delivery System (TDS), the Central Reporting System (CRS), and the Learning Management System (LMS) will be offline from 6:00 p.m. (CT) August 18 through 1:00 a.m. (CT) August 28, 2023, to complete a system rollover for the 2023–2024 school year. District testing personnel should download any necessary data files prior to August 18. All users should download and save any information or certifications they have in LMS prior to August 18. During this downtime, all student data will be cleared from TIDE. Students will need to be added to TIDE for the 2023–2024 school year. Users will not be cleared from TIDE, but all passwords will need to be reset when TIDE reopens. Although TDS will be unavailable for users to log in, practice tests will be accessible in guest mode.

For questions or assistance regarding the information in this communication, contact Texas Testing Support at 833-601-8821, TexasTestingSupport@cambiumassessment.com, or TexasAssessment.gov via live chat.

CCMR Tracker (Part 2) Release (2022-23 grade 9-12 students)- July CCMR Tracker (Part 2) Release (2022-23 grade 9-12 students)- July

The purpose of this communication is to provide information regarding the release of the College, Career, and Military Readiness (CCMR) Tracker. The CCMR Tracker is released in two stages through TEA Login (TEAL) Accountability. Please note that the data in these reports are confidential.

Stage 1: March 31

  • CCMR indicators submitted via PEIMS through the 2021–22 school year

  • OnRamps and TSIA results through 2021–22 school year

  • SAT, ACT, AP, IB and level I/II certificate results through the 2020–21 school year

Stage 2: July 2023

SAT, ACT, AP, IB and level I/II certificates updated through 2021-22 school year

Background

The CCMR Tracker is a tracking tool within the TEA Login (TEAL) Accountability application. This tool provides districts with an early preview of CCMR status for students who are in grades 9–12 during the 2022–23 school year. The CCMR Tracker contains lagging data as is detailed in the chart below. While the Tracker contains students who were in grades 9–12 on the 2022–23 PEIMS snapshot, the 2023 version does not contain results from school year 2022–23 as those data have yet to be reported.

Indicators are credited if earned within date ranges provided below for students beginning with grade 9 enrollment. TSI assessments are the only CCMR indicator that may be earned prior to grade 9. Indicators reported upon graduation (IEP and workforce readiness graduates and special education graduate with advanced diploma plan) do not appear in the Tracker.

tracker table of dates

Action

Corrections cannot be submitted to TEA; this report is for informational purposes only. If districts find errors, they are encouraged to work with testing vendors to make corrections prior to the student’s graduation. TSDS PEIMS data are final and cannot be corrected.

The 2023 CCMR Verifier, which will provide districts an opportunity to verify CCMR data given to the agency by outside testing entities for 2021–22 annual graduates and non-graduating 12th graders, will be released in the TEAL Accountability application in July.

If you have questions about the Tracker, please contact the Performance Reporting Division at (512) 463-9704 or performance.reporting@tea.texas.gov.

Military Ready DD Form 4 Military Ready DD Form 4

Beginning with 2023 annual graduates, TEA will award CCMR credit to graduates for whom the district uploads the required documentation. Districts must obtain a completed DD Form 4 “Enlistment/Reenlistment Document-Armed Forces of the United States” from a student who has enlisted. The DD Form 4 must be completed in full, including all required signatures by the student and the enlistment officer.

The securely uploaded DD Form 4 document will be the only form of documentation accepted to document military enlistment for CCMR credit and will only be accepted via the process outlined above. If a district cannot obtain the DD Form 4 or does not upload the form during the official submission process, military enlistment credit will not be awarded. A DD4 form is attached below.
