-Message from PPS Superintendent, Dr. Kimberlee Armstrong-

October 15, 2026

Dear PPS Families and Community,

This afternoon, we learned of a shooting at Silver Rail Elementary School in Bend. My heart is with the students, staff and families of Silver Rail, the Bend-La Pine Schools community and everyone affected by this devastating event.

This tragedy is still unfolding, and information will continue to emerge. An act of gun violence at an elementary school in our own state can feel especially close to home, bringing grief, fear and difficult questions about safety. Processing this kind of trauma can be especially difficult when it impacts a school community so close to our own.

Any time gun violence impacts a school community, it’s natural for our thoughts to turn to the safety and security of our own schools. Keeping our students and staff safe is one of our highest priorities, and PPS has multiple layers of safety practices, systems and resources in place across the district. These include:

  • SafeOregon: This statewide school safety tip line allows students, families and community members to report potential threats involving students, school employees or school property. We encourage our community to report concerning behavior or information to a trusted adult, SafeOregon or law enforcement.

  • Secured School Buildings: Our schools have access-controlled doors and are secured during the school day. Most schools have a single point of entry, and visitors must request access after the school day begins. Visitors are required to check in at the main office, provide valid identification and are screened through Raptor, our visitor and volunteer management system.

  • Internal Emergency Communication Systems: Schools are equipped to broadcast emergency messages throughout their campuses so students and staff can quickly take appropriate action during an emergency.

  • Emergency Drills and Training: Our schools conduct emergency drills throughout the school year, including two active threat drills. PPS staff receive annual training on emergency response and school safety measures. This includes implementation of the Sammy and Friends curriculum for K-2 students, which focuses on emergency preparedness using a trauma-informed approach.

  • Behavioral Safety Assessment System: PPS uses established tools and protocols to identify, assess and respond to situations or behaviors that may pose a risk to safety.

  • Social Workers, School Psychologists and Counselors: A team of student service providers works with schools daily to provide resources, intervention and other supports for students who may be experiencing bullying, social-emotional distress, suicidal ideation or other concerns.

  • Partnerships with First Responders: PPS works closely with local first responders to support coordinated emergency planning and response.

  • Partnership with Be SMART: PPS partners with Be SMART to promote secure firearm storage. This includes prevention education and free gun locks available for school social workers, counselors and psychologists to share with families.

We also recognize that students may see or hear news about today's shooting and have questions or concerns. Families know their children best, and we encourage you to make space for them to talk about what they may be feeling. The following resources may be helpful:

  • National Center for School Crisis and Bereavement: Guidance for talking with children about school and community shootings in the news.

  • National Association of School Psychologists: Resources for parents and educators on talking with children about violence.

  • KidsPeace: 15 Ways to Help Your Child Through Crisis.

  • National Child Traumatic Stress Network: Resources for helping children and families cope with traumatic events.

Tonight, I am holding the Silver Rail Elementary community and all of Bend close in my thoughts. Schools should be places where children feel safe, welcomed and free to learn, discover and simply be children.

In moments like this, I am also reminded of the strength of our own PPS community and the care our educators, staff and families show our students every day. Please continue to look out for one another and for our young people.

Sincerely,

Dr. Kimberlee Armstrong
Superintendent

Visiting and Volunteering @ PPS/Grant

Portland Public Schools utilizes a visitor/volunteer management system for persons visiting schools. PPS is committed to ensuring our schools are safe places for our students and staff, and this system enables us to be certain we know who is in our schools at all times. Volunteers must first be approved and background checked by the district. To apply to be a volunteer, please visit www.pps.net/volunteer.

This software system also enables PPS to screen visitors and volunteers against the sex offender registry. Names and date of birth are compared to the sex offender registry only. No other external sources are checked and the information you share is securely stored in an internal PPS database. Please note that registered sex offenders are not permitted to enter school grounds (View Policy: Registered Sex Offenders 3.10.015-AD). All visitors/volunteers will need to wear the printed name badge that identifies their name, photo, the date and their destination.

We thank you for your understanding and support of enhanced school safety protocols in our district.

Throughout the school year, our school is required to conduct regular safety drills to practice emergency response procedures with our students. These exercises help build essential muscle memory so that our staff and students know how to respond calmly and effectively in the unlikely event of an actual emergency. We recognize, however, that these drills can sometimes feel stressful or triggering for some students. If you or your child have concerns or known triggers related to these safety practices, please reach out to our school counselor so we can discuss supportive accommodations and ensure your child feels safe and supported.
