Friday Family Message
Hello Families
It has been a busy week, as we have entered the final quarter of the school year!
Our student-athletes and their families are very busy with spring sports entering the home stretch. Be sure to check out your school’s calendar for the many fun events taking place in the afternoon and evenings.
We are appreciative of the many community members who attended this week’s School Board meeting and participated in providing public comment. A summary of the meeting can be found HERE.
Budget update
The school board unanimously approved a Reduced Educational Program plan during its April 16 regular meeting.
A Reduced Educational Program plan is a tool to help the district work throughout the spring and summer to create a balanced budget for the 2024-25 school year. The budget is then finalized in August.
Since the state Legislature did not significantly increase our funding, our staff has been tightening their department spending. The district is forecasting about a $3.5 million deficit, a portion of which will be covered with fund balance savings. We remain committed to ensuring fiscal integrity while focusing on student learning.
However, since staff make up the majority of the budget, reduced positions will still be needed to balance the budget. We anticipate resignations and retirements will account for many of the reductions in positions.
Our school district is not alone in seeking a Reduced Educational Program plan to help balance the budget.
In August 2023, the School Board adopted this current school year’s budget. It called for receiving about $89.8 million in funds from various sources — generally categorized as local, state, and federal. Expenditures were forecast at about $91.4 million — with about 87% of that being employees’ salaries and benefits.
While our costs have continued to rise, revenue from the state — when adjusted for inflation — has remained relatively stagnant over the past decade.
As noted in our budget message last week, we need to reduce spending to close a budget gap largely caused by inadequate increases in state funding. As a result, we anticipate reducing about 2.4% of our certificated staff costs, 2.0% of our classified staff costs, 3.1% of our administrator costs, 2.0% of our non-represented staff costs, and 3.8% of our non-staff costs. Overall, that’s a reduction of about 2.5% compared to the prior year’s expenditures.
Meanwhile, we will continue to review costs during this school year to help minimize future reductions. Schools are trying to:
use fewer supplies and services
reduce printing and mailing costs
analyze all positions that become vacant and replace them only if necessary
The district will continue to meet with labor partners and monitor other financial changes while following our District Promise and Strategic Plan to help guide decisions when making reductions and restoring programs.
Later this summer, the District will provide a formal 2024-25 Budget to the public and School Board, as state law requires. There will be a public hearing for anyone to provide comments.

School Board update
The School Board heard about 90 minutes of public comments at its April 16 regular Stanwood-Camano School Board meeting.
Most of the 29 people spoke about board members' comments about district and state equity policies made during the March 19 school board study session.
As stated in a March 21 message to the community, equity policies are a vital tool in ensuring the success of every student in our district. Our district’s equity policy — and similar policies across the state — help strengthen the commitment to our District Promise by providing a framework for dismantling barriers and creating individualized supports.
The board members and district officials are thankful for the community’s thoughtful and civil input during the meeting on this important topic in front of an attentive crowd of about 120 people.
The board also heard a report from Ruth Floyd, Executive Director of Business Services, on the district’s Reduced Educational Program plan — which is a tool to guide the district’s next steps to craft a balanced budget over the next several months. The plan calls for bridging a $3.5 million budget deficit by combining spending reductions and the General Fund balance.
The school board will next host its regular meeting at 1 p.m. May 7. Meetings are in the boardroom at the Stanwood-Camano School District Administration & Resource Center at 26920 Pioneer Highway in Stanwood.
