Board Approves Amendment for Guaranteed Maximum Price for WFHS Board Approves Amendment for Guaranteed Maximum Price for WFHS

Kevin Worthy Fate High School was approved by the community as a project in the 2023 Bond

Program. The Guaranteed Maximum Price (GMP) was approved on August 14, 2024. In response to constraints imposed by recently passed legislation, an amendment to the GMP was proposed to meet the adaptations needed in our construction schedule. The resulting amendment to the GMP is an increase of $8,182,990.

Updated Student Code of Conduct for 2025-2026 Approved Updated Student Code of Conduct for 2025-2026 Approved

In compliance with new legislation, the board approved updates to the 2025-2026 Student Code of Conduct. The revised document is a result of a collaborative review process and includes key updates to ensure compliance with recent legislation from the 89th Texas Legislative Session. Major changes include:

  • House Bill 1481: A new policy prohibiting the use of personal communication devices during instructional time.

  • House Bill 6: Updated provisions regarding student discipline, including in-school suspensions and mandatory removals to Disciplinary Alternative Education Programs (DAEP).

  • House Bill 121: Procedures for the transfer of student threat assessment information between districts for safety and support.

The administration recommended the document for its commitment to a safe learning environment while ensuring fairness and due process for all students.

Board Amends Policy for Homeschool Participation in Athletics Board Amends Policy for Homeschool Participation in Athletics

The board approved a recommendation from Athletic Director Dallas Bookout to opt-out of allowing homeschooled students to participate in UIL activities. This decision was made in response to Senate Bill 401, which mandates that public schools must allow non-enrolled students to participate unless the district formally adopts a policy to decline. The district's recommendation is in alignment with the other schools in our UIL district as well as the guidance from the Texas High School Coaches Association.

Board Approves Policy Amendments on Library Materials Board Approves Policy Amendments on Library Materials

The board has approved updates to Policy EFB (LOCAL) concerning instructional resources and library materials. These changes were prompted by recent legislation, including HB 900 and SB 13, and the adoption of new collection development standards by the Texas State Library and Archives Commission (TSLAC). A key reason for the update is to establish a School Library Advisory Council (SLAC) and to ensure that Policy EFB (LOCAL) is in alignment with the latest state laws and regulations regarding library materials.

Tax Rate Approved for 2025-2026 Tax Rate Approved for 2025-2026

In 2024, The Royse City ISD School Board adopted a tax rate of $1.2552 per $100 valuation for the 2025-2026 fiscal year. The state has directed school districts to pass a tax rate based on the taxable values that would be in place if voters approve the new increased homestead exemptions in November. While the tax rate remains the same as the previous year, the new homestead exemptions would result in lower taxable values for Royse City ISD. If the measure passes in November, the average home with a homestead exemption within the Royse City ISD boundary will see a reduction in property taxes. This proposed tax rate represents a continued effort by the district to provide tax relief, marking six consecutive years of tax rate reductions since the 2018 rate of $1.67 per $100 valuation.
