Committee Updates
Dear ACSD Community,
Happy summer! During this first half of the year, the ACSD Board has welcomed new board members, finalized its 5-year capital improvement plan, and has updated key policies, including the School Assignment & Intra-District Transfer Policy. Some other items that are worth highlighting from the past year:
Education Reform in Vermont: The Board continues to monitor the impact of new state legislation on ACSD, including the recently passed H.955. While avoiding forced district mergers, the legislation creates 21 merger committees across the state to study and recommend potential district mergers. This fall, board members from ACSD, Addison Northwest, Mt. Abe, and Lincoln school districts will be appointed to participate in Addison County’s facilitated study committee and will deliver their findings to their respective boards in the fall of 2027.
H.955 also creates seven Cooperative Education Service Areas (CESAs) to provide comprehensive regional services (e.g., special education, transportation, business, etc.) at lower cost to their member school districts. ACSD has been assigned to the Champlain Valley South CESA, and will be working with the boards of Addison Northwest, Mt. Abe, Lincoln, Champlain Valley, and Mt. Mansfield school districts to develop and coordinate shared services.
Status of Recent School Mergers: The district’s approved FY27 budget provides education to Shoreham and Bridport K-5 students as one learning community at the Bridport Elementary School, and expands PreK offerings at the Shoreham Elementary School. This decision allows for instructional support in single grade classrooms to optimize curriculum delivery and student academic growth. Students from Ripton and Salisbury will continue learning together in the Salisbury Community School, and the Board will be working with Superintendent Baker to continue supporting students and families through these transitions. The Board is also working with the community of Ripton to finalize the voter-approved transfer of the Ripton Elementary School back to the Town.
Board Vacancy: Board member Barb Wilson will be moving from Shoreham to France this summer, and her resignation will be effective July 1st. We are so grateful for Barb’s board service and wish her well. The board will need to move swiftly to fill the vacant seat. The Board has until July 30, 2026 to appoint a qualifying member to serve the remainder of Barb’s term (ending March 2027). If you are interested in filling the vacancy, please send a letter of interest to Board Chair Steve Cash at scash@acsdvt.org no later than July 17, 2026. The board is currently planning to fill the vacant seat at a board meeting that will be held on July 20. Citizens interested in serving in this school board position must be 18 years or older and must be a resident of Shoreham.
Sincerely,
Steve Cash
Committee Updates
Communications & Engagement
The Communications & Engagement Committee has officially wrapped up its year of community town halls. The group is incredibly grateful for all of the families, community members, and caregivers who came out to these events and shared their perspectives with us. We are currently discussing what engagement will look like for the upcoming school year, using our new Community Engagement and Vision policy (A23) as a guiding document.
Facilities
The Facilities Committee has worked to complete the Capital Improvement planning process in collaboration with TruexCullins. The culmination of the process has resulted in evaluations and recommendations for each ACSD facility. The evaluations were used to create a 5-year capital planning report to be submitted to the VT Agency of Education.
Finance
The Finance Committee recently reviewed the Q3 financials and projected fund balance for FY27. We have also been keeping close tabs on the legislature, and working with district leadership to understand any potential financial implications coming out of the State House. The committee is looking forward to kicking off the FY28 budget process in the fall.
Negotiations
After a successful conclusion to the Support Staff contract negotiations, the team is now hard at work preparing for the Teaching and Licensed Staff contract negotiations that will begin next school year.
Policy
The policy committee has, after a long community engagement process, passed a new policy (C30) that allows students of district families to choose to attend a school other than their assigned school of residence. There are limits on this option, including ensuring that we don’t disrupt class sizes in either receiving or sending schools, in accordance with our existing D6 policy. So far, that has resulted in 17 students accepting the district’s offer to transfer schools. You can read more about the implementation of this policy in Superintendent Baker’s C30 report. The committee has also begun drafting a new gift policy, to help navigate situations where we receive financial donations or offers of in-kind gifts. As summer approaches, the committee will begin an annual audit of all its existing policies that need to be updated.
Student Outcomes
In 2025, the Board established a standing Committee on Student Outcomes to examine how the district measures student progress, track performance against strategic plan goals, and build a more nuanced, consistent Board-wide understanding of how students are supported and succeeding within ACSD. During the committee's first year, a central focus was developing a presentation schedule for full Board meetings to increase public and Board exposure to key student outcomes data. The committee also devoted significant discussion to defining success broadly, working toward a comprehensive framework that captures academic, social, and emotional measures.
School Board Learning Walk at MUHS
Several school board members toured MUHS this spring. They visited classrooms and learned about how students are engaging in classes over a shared lunch in the Commons!
