PUSD Board of Education to Vote on Next Step
on Former Linda Vista School Site
June 25, 2026
Board vote would authorize staff to negotiate
Exclusive Negotiating Agreement with preferred developer,
with continued opportunities for community input ahead; no final project, lease, or construction approved
PASADENA, CA – The Pasadena Unified School District (PUSD) Board of Education is scheduled to vote tonight on a plan to authorize staff to begin negotiating an Exclusive Negotiating Agreement (ENA) with a preferred developer for the former Linda Vista Elementary School site. The action is an early step in a longer iterative, multi-step process and does not approve a final project, ground lease, construction, final site plans, or City of Pasadena entitlements.
“This is an early step in a much longer process, and we want our community engaged at every stage,” PUSD Superintendent Dr. Elizabeth Blanco said. “Community input has shaped this process from the start, and that won't change. Before any agreement comes back to the Board for a public vote, families and neighbors will have continued opportunities to ask questions, share their priorities for the site, and help shape what comes next. We encourage everyone in our community to stay involved.”
The District owns the former Linda Vista Elementary School site at 1259 Linda Vista Avenue. The site has been closed as a school for many years, and a portion of the property currently serves as a park and open space for the surrounding community under a joint-use arrangement with the City of Pasadena. PUSD has been evaluating potential joint occupancy opportunities for the site through a formal Request for Proposals (RFP) process. Joint occupancy would allow the District to retain ownership of the property while exploring a long-term lease or development partnership that could generate revenue to support students and District priorities.
The Board originally authorized the RFP process through Resolution No. 2836, after which PUSD issued a formal RFP requiring that any proposal preserve the existing park and include proposed improvements to park amenities. The RFP process was marketed broadly and publicly to prospective development partners. The District received multiple proposals and reviewed them as part of the RFP process before bringing a recommendation to the Board. Any conceptual site plan currently under discussion is a draft and subject to change through the ENA process, community engagement, project refinement, City entitlement review, and CEQA/environmental review.
Tonight’s vote would authorize staff to move forward with ENA negotiations. Any resulting ENA would be brought back to the Board for separate approval at a future public meeting. The ENA phase would serve as an iterative period for due diligence between the District and the prospective partner, community engagement, project refinement, and evaluation of applicable City planning, entitlement, and environmental review requirements.
