School Board President Gerald Pauling wished everyone the happiest of holidays. He extended his appreciation to Dr. Wakeley who is a conduit to the community through engagement, a goal the Board set for Dr. Wakeley when he became superintendent. Dr. Wakeley attended the statewide Superintendents' Roundtable and is active in the Illinois High School District Association to represent H-F and bring ideas back to the school. He also organizes regular meetings for the superintendent, board president, and local mayors to take to heart the challenges of the villages and share what is happening here at H-F. The key decision-makers are kept informed through these meetings.

Debbie Berman shared that as we end the first semester she would like to thank everyone for all that they do for our students and staff. Dr. Wakeley and Dr. Alexander have completed their first semester in their new roles and there is much to celebrate. In connection with fund balances shared by Dr. Cook, we are fortunate to have the reserves that we do thanks to the Board members who sat in these seats before us. Fund balances allow the district to weather financial challenges that may come such as taxes coming in late.

Board Member Nate Legardy shared that he attended the Fall Sports Awards in November and it was a reminder of the many good things that are happening here at H-F. He thanked Dr. Alexander for providing incentive opportunities for students that encourage positive behavior and make connections to the school. He also attended the Tri-Conference with School Board members and administrators across the state. Many are struggling with post-COVID issues. He also visited Bloom Township and Evanston Township High Schools recently. He shared that H-F should continue to look deep to determine what kind of school we want to be.

Board approves property tax abatement; brings total to $18M to taxpayers over 5 years

The School Board approved abating another $2.1 million to the taxing body. H-F has abated property taxes for the past 5 years as part of the state's Property Tax Relief Grant. This grant allows the district to receive additional Evidence-Based Funding from the state while abating taxes to the taxing body.

Since 2018, H-F has abated $12.1 million, anticipates abating another $3.8 million, and approved applying for another grant that would allow the district to abate another $2.1 million if approved.

Board President Gerald Pauling shared that the Board has taken every opportunity to abate taxes back to taxpayers when it can. The Board thanked the Finance Committee members and Chief School Business Official Dr. Cook for their consistent dedication to this.

Board approves Tax Levy Request

The Board of Education approved the tax levy request of 4.98% over the previous capped extension before abatements. This request will allow the school district to capture the full amount possible and is significantly below the Consumer Price Index of 7.0%.

The levy extension will help the district cover the increased cost of salaries and benefits, high inflation, the increased cost of goods and services, and a projected $2.5 million per year in maintenance project costs, not including renovations and additions. The district relies heavily on local revenue to fund programming and to maintain its buildings and grounds as 59% of the district’s revenue comes from real estate taxes.

At the November Board meeting, the Board approved the estimated levy and there has been no change since that time. The levy indicates a total capped fund levy of $43,600,000 (before tax abatements), which is 4.98% above the 2021 extension of $41,530,395 (before tax abatements). Any additional dollars above 5.0% will directly result from new property growth within the District’s property tax base.

New Course - AP African American Studies approved

The Board approved a new yearlong course - Advanced Placement (AP) African American Studies - in the social sciences department as an upper classman elective. Homewood-Flossmoor High School has been invited to be among 200 schools in the country to offer an Advanced Placement (AP) African American Studies course through a pilot program. The interdisciplinary course reaches into various fields—literature, the arts and humanities, political science, geography, and science—to explore African Americans' vital contributions and experiences.

According to College Board, for more than a decade, the AP Program has worked alongside colleges, universities, and secondary schools to create an AP course in African American studies. Drawing from the expertise and experience of college faculty and teachers across the country, the course is designed to offer high school students an evidence-based introduction to African American studies.
