2026 Graduation Inclement Weather Plan
Forecast Overview
Current forecast guidance from StormGeo and regional forecast models indicates a typical
Southeast Texas late spring weather pattern during graduation week. Conditions are
expected to include warm temperatures, elevated humidity, and the possibility of scattered
afternoon and evening thunderstorms throughout the week.
The primary operational weather concern for graduation ceremonies is lightning and
threatening weather conditions within the established UIL safety radius monitored through
the district lightning detection system.
Rain alone will not delay or stop graduation ceremonies. Ceremonies will continue during
periods of rain unless lightning or threatening weather conditions are present that require
suspension of outdoor activities for safety reasons.
Delay and Restart Procedures
Graduation ceremonies may resume:
• 30 minutes after the last lightning alert within the warning radius
• once conditions are determined safe for outdoor activities
Each additional lightning strike or warning resets the 30 minute delay clock.
Restart times will be communicated through:
• public address announcements
• video board messaging
• district communication systems
• official district social media
Time Thresholds
Delayed Start Threshold:
No graduation ceremony will begin after 10:00 p.m.
Mid Ceremony Delay Threshold:
No ceremony will resume after 11:00 p.m. unless the ceremony is determined to be substantially complete and conditions are safe to proceed.
Makeup Schedule
If a ceremony cannot safely resume within operational thresholds, the next available makeup time will be utilized based on how many graduations must be rescheduled. This will not be communicated until May 20th.

Parent Letter regarding the new McDonalds
Dear Manvel High School Families,
At Manvel High School, the safety and well-being of our students is our highest priority. We are asking families to help us reinforce the importance of students remaining on campus once they arrive in the morning.
With the opening of McDonald’s on Wednesday, 12/3, students were observed crossing Highway 6 to reach the restaurant, moving across the busy roadway in front of traffic. Students have also been seen walking along Highway 6 in the morning to visit Shipley’s Donuts. This presents a serious safety concern due to the heavy traffic and limited pedestrian access along this roadway. For the protection of all students, this practice must not occur.
As outlined in Alvin ISD policy, once students arrive on campus, they are required to remain on campus until dismissal. This policy is in place to ensure that students are supervised and safe throughout the school day. Leaving campus without authorization is not permitted.
We ask for your support in reinforcing this expectation with your student. Together, we can ensure that Manvel High School remains a safe environment where students can focus on learning and growth.
Thank you for your partnership in keeping our students safe.
Sincerely,
Jamie Baldwin
Manvel High School Principal
Beginning with the 2025–26 school year, parents must complete two forms in the Skyward Parent Portal:
- Health Notice and Consent Form
- Counseling Notice and Consent Form
Forms will be available beginning August 30, 2025, and must be submitted by September 12, 2025.
Please note: While parental consent is required for health and mental health services, certain legally required activities—such as behavioral threat assessments—require parental notification but do not allow an opt-out option under the law.
Senate Bill 12: Parental Consent for Club Participation
During the 89th Legislative Session, Senate Bill 12 was passed, requiring school districts to inform parents and guardians of their rights and to seek parental consent for students to participate in clubs.
Per SB 12: A school district or open-enrollment charter school must require the written consent of the parent of or person standing in parental relation to a student enrolled in the district or school before the student may participate in a student club.
Below is the Consent Form that must be completed for students to participate in clubs on campus.
Attention all Mavericks! Do you need assistance with homework, makeup hours, time to complete Edgenuity courses, access to computers and printers, or just need a quiet working environment after school? If so, Mav Lab might be the perfect place for you! Mav Lab is located in the library from 3-5 PM Tuesdays-Thursdays. We look forward to seeing you there!
Is your student on track to earn a CCMR Point?
As we look ahead to a successful 2025-26 school year, we want to make you aware of a new state law, House Bill 1481, which was passed by the Texas Legislature. House Bill 1481 prohibits students from using personal communication devices during the school day.
This law applies to:
- Cell phones
- Smartwatches
- Earbuds and headphones
- Tablets or any device that can text, call, record, or access the internet
In Alvin ISD, the expectation is simple: Not Seen. Not Heard. Not Taken.
Students may bring phones and personal electronic devices to school.
However, from the moment students enter the building in the morning until the final dismissal bell cell phones must be powered off or silenced, stored in a backpack or locker, and not used during class, passing periods, lunch, or restroom breaks.
Use in the Hallways
The use of personal communication devices in prohibited at all times.
Use at Lunch
Lunch is considered part of the school day so the use of electronic devices is prohibited under Texas Law.
Emergency Situations
Administrators may approve the use of cell phones in emergency situations where the device is necessary for the health or safety of students or others.
The Texas law requires school districts to administer disciplinary consequences if students violate the personal communication device policy in schools. Each infraction of this policy will result in the following escalating consequences:
- First offense – Device taken, returned to student
- Second – Parent must pick up
- Third – $15 fine + parent pickup
Refusal to hand over a device = disciplinary action per the Student Code of Conduct
Why this matters:
This law supports focused classrooms, respectful spaces, and safe learning for all.
Parents:
Please talk with your child about expectations before school starts. For emergencies, contact the campus office.
