NPHS Schoolwide Student Expectations 26-27 School Year
We are excited to continue with our new school-wide positive behavior intervention program. The first day, August 19, will be a community-building experience designed to start the year on a positive note for every student. Our goal is to ensure all students receive a warm welcome that introduces them to the core values and expectations that will guide our school culture throughout the year.
Our schoolwide expectations are centered around four core areas: We Are Present, We Are Caring, We Are Resilient, and We Are Responsible. These values will be highlighted throughout campus, embedded in classroom routines, and reinforced daily. On the first day, students will participate in structured icebreakers designed to help them connect with peers and staff. During fourth period, all students will watch a special PTV broadcast introducing the full Schoolwide Expectations culture plan. Students will also see the Schoolwide Expectations posters and banners throughout NPHS.
Newbury Park High School is committed to maintaining a positive and inclusive environment, and the first day is just the beginning. We appreciate your support and partnership in creating a school culture where all students feel seen, supported, and motivated to do their best. Together, we can make 2026–2027 a year of growth, connection, and Panther pride.
Cellphone, Classroom and Hallway Expectations
26-27 Cell Phone Policy During The School Day
The Mobile Communication Device Policy policy is designed to promote a more focused, engaging, and distraction-free classroom environment where students are present and active participants in their learning. Starting on the first day of school, all cell phones, smartwatches, headphones, and earbuds must be turned off or on silent and stored away during instructional time unless specifically allowed by the teacher, along with other specific guidelines. Devices must either be placed in a designated classroom cell phone holder or kept in the student's backpack. Students are not permitted to take their phones with them when using the restroom during class time.
During non-instructional time—before and after school, during passing periods, nutrition, and lunch, students may use their personal devices as long as they follow school rules and use is not disruptive. However, during class time, students may not use their phones in restricted areas such as the main office, library, or health office. Prohibited uses include taking photos or videos without permission and any actions that violate privacy rights or disrupt learning.
We want to emphasize that while the policy includes a progressive discipline plan for violations, our goal is not to focus on consequences. Instead, we ask parents and students to partner with us in creating a positive classroom culture that values meaningful engagement over screen time. Exceptions to the policy will be made for safety emergencies, medical needs, or when permission is granted by school staff.
Progressive Discipline for Cell Phone Policy Violation:
- First Offense - Warning issued.
- Second Offense - Device is confiscated, returned to the student at the end of the day.
- Third Offense - Device is confiscated, returned to parent after a parent conference.
- Fourth Offense - Device is confiscated, Saturday School is assigned; device is required to be turned into the office at the start of each school day.
More information can be found in the student planner. We encourage all families to sit down together and review this information carefully, discussing not just the rules, but the purpose behind them—to help students build healthy habits, reduce distractions, and thrive academically. We will continue to communicate and reinforce this policy as we lead into next school year. Together, we can support our students in becoming more attentive, responsible, and present learners.
⭐ 5-Star Students ⭐
We have been using 5Star Students at NPHS to track hall passes for all students. We will be continuing to use 5Star and ask that all students have the app on their phone or device. Students will not need their phones to use the program during the school day, but it will act as their ID for sporting events and other activities taking place on campus.

Class of 2030 Freshmen Orientation Information
ID Photo, Textbook Pick-Up, and Schedule Pick-Up
Students will have ONE identification card and are expected to carry their ID Cards at all times. They are required for admission to school events. This year, ALL students will take their ID Photo during their scheduled day and time (please review the flyer below this section). It is very important that students come during their scheduled time to make sure that they get their ID card. They will receive their ID Cards THAT DAY so that they are ready to go for the first day of school.
For those who miss their scheduled time, they will not be able to get their IDs until after school begins on the photo makeup day, Tuesday, August 25th. This means that no 11th or 12th Grade Students will be able to get their off-campus passes until after that time, and students will not be able to use their SAC card for any events until they have their ID Cards. Replacement for lost or stolen ID cards can be purchased at the Student Store for $10.00.
We recommend parents of 11th and 12th Grade students come into the office between August 4th and August 7th this summer to sign the off-campus pass agreement. This will allow our staff to keep an accurate record of OCP's. Eligible juniors and seniors will NOT be allowed to leave campus until their parents sign the parent consent form for off-campus lunch passes.
Eligibility is based off of a minimum of a 2.0 GPA and no F's on your 2026 Final Report Card, as well as no more than 5-period truancies during quarter 4 of your 2025-26 school year. Any excessive attendance issues or major disciplinary actions within the '25-'26 school year will be evaluated and will affect eligibility. Eligibility will be reevaluated at the end of semester one.
Updated Technology and Student Device Information
Supporting Safe and Focused Learning: New Student Device Policy for the 2026-2027 School Year
Beginning in the 2026-2027 school year, students will no longer be permitted to use personal devices, such as student-owned laptops and ipads, on campus. All students will continue to have access to district-issued chromebooks and classroom-based devices to support learning both at school and at home. This update is intended to create a more safeguarded and consistent learning environment for all students.
Moving away from student "Bring Your Own Device" (BYOD) for school instruction will help us:
- Improve online safety and strengthen cybersecurity protections for student accounts and data.
- Provide a more consistent classroom experience and reduce time spent troubleshooting different personal devices.
- Support classroom focus by reducing distractions from personal apps, games, and notifications.
- Improve network reliability and performance across school campuses.
- Allow teachers and schools to better support students using district-managed tools and systems.

Off Campus Pass Information
Off-Campus Passes (OCP) allow 11th and 12th grade students to leave campus during lunch. Students are only eligible to receive an Off-Campus Lunch Pass if they have accomplished the following:
- Parent signed permission form (must be signed in front of an office staff member)
Earned a 2.0 GPA the previous semester
90% or better attendance during previous semester
No Unauthorized Departure incidents during the previous semester
No suspensions from the previous semester
Parents/Guardians can sign for an Off Campus Lunch pass in the Main Office during opening hours at any time. If a student does not meet eligibility, Parents/Guardians may still sign for a pass that will be issued once a student becomes eligible. Parents/guardians can sign at any time during the school year, and they can also contact Ms. Nance if they wish to take away their authorization.
Approved students will be able to see an icon on their digital ID in the 5-Star Students App before the first day of school.
Students who are not eligible can submit an appeal to Ms. Nance and will be notified of the final decision on 9/18/2026 through their Learn Accounts. Appeals will not be granted any earlier than 9/18/2026. Request for appeals can be submitted here.
Students must present their OCP through their student ID in the 5-Star app. Students without the app will be released once the campus supervisor verifies their status.
Passes can be suspended or revoked at any time, for any duration, under the discretion of NPHS administration for disciplinary or academic concerns. Students who do not return on time will need to check in through the office and will have their OCP suspended for 5 days.
11th and 12th Grade Parking Permit Information
Parking Permits are REQUIRED to park at NPHS and Borchard Community Park
Parking at Newbury Park High School is extremely limited. Students and staff are required to have a visible permit at all times while parking on campus. Students must keep in mind that parking is also restricted in many nearby streets. Students and visitors must follow all city and state ordinances related to parking. NPHS is not responsible for parking tickets issued by local authorities and cannot assist in contesting off-campus parking tickets.
Permits can only be issued in-person at NPHS and cost $65–cash only. Students should fill out a parking application using the link below as soon as possible. Seniors who have submitted an application will have priority to purchase permits during their designated Schedule Pick-Up time on Wednesday August 12th. Any remaining permits will be available to Juniors on Thursday August 13th during their designed Scheduled Pick-Up Time. Parking spaces are randomly assigned. Please be advised that showing up outside of your designated schedule pick-up time will not result in “better” parking spots.
Permits for parking at Borchard Community Park are issued by NPHS. Students parking at Borchard Park must have the NPHS permit that allows them to park there. These spots are issued on a first come, first serve basis once all NPHS parking spots have been issued. The permit application, cost, and requirements are all the same for permits designated at NPHS and at Borchard Park.
Only 11th and 12th grade students with a valid driver’s license may apply.
All student parking spaces are now numbered and assigned. Students must park in their assigned spot only—no exceptions.
Students are NOT permitted to park in the shopping center on Reino Road with Trader Joe's.
Borchard Park has a limited number of spaces they are allowing the high school to use, but only in designated areas only. These spaces will also require a NPHS permit.
11th and 12th-grade students can click HERE to request a parking permit for purchase.
For more information, please read NPHS Student Parking Policy and Procedures.
