❓ Who can be a test administrator for the Texas Assessment Program?

Any district staff member may serve as a test administrator if they hold valid education credentials (e.g., a Texas educator certificate or permit) or if they are supervised by a district staff member who holds valid education credentials. All district and campus personnel who participate in state-required testing or who handle or have access to secure test materials must be trained at least once in test security and administration procedures and must have signed an Oath of Test Security and Confidentiality.

❓ Will there be a stand-alone STAAR field test next year?

A stand-alone field test for STAAR is scheduled for February 2024. More information regarding the stand-alone field test will be provided later this year.

❓ If a student qualifies for supplemental aid, how do I know what is allowable and not allowable?

You can use the following power points from Student Assessment.

  • 2022-2023 Allowable Supplemental Aids (PPT posted 11/21/22)
  • 2022-2023 Allowable Supplemental Aids (PDF posted 11/22/22)

❓ Has the time limit for STAAR testing changed?

TEA is removing the maximum time allowed for STAAR assessments based on feedback from educators, parents, and students, as well as other changes to the program.

Districts will no longer have to stop students from testing after a four- or five-hour testing period. Students are expected to complete STAAR tests in about three hours. Any students who are still testing after four hours should be consolidated into a general testing area to continue testing. Students may continue testing until the end of the school day.

❓ What are the long-term goals for Closing the Gaps?

The gradated points methodology uses 0-4 points to provide further differentiation for groups demonstrating growth but not yet achieving target performance. It also allows 4 points for those achieving the long-term 2037- 2038 target.

ESSA Proposed Long-Term Targets

❓ What are the sunsetting limits for CCMR?

The January Updates to Preliminary A–F Framework describes limiting the percentage of graduates who only meet CCMR criteria via a sunsetting IBC to five graduates, or
20 percent, of graduates, whichever is higher. Does this mean a 20 percent cap on the total sunsetting IBCs earned?

The agency proposes limiting the percentage of graduates who only meet CCMR criteria via a sunsetting IBCs to five graduates or 20 percent of the total annual graduates, whichever is higher.

Example: Texas High School has 200 annual graduates. 50 graduates earned ONLY a sunsetting IBC as their CCMR credit. With the limit, Texas High School would receive credit for 40 of these graduates (20 percent of the total annual graduates), and ten of these graduates would not generate CCMR credit. This limit would be applied within Student Achievement and School Progress, Part B: Relative Performance and would not be applied within Closing the Gaps.

❓ Where can I find my past CCMR Verifier information?

TEA provides a final VERIFIER file as the LISTING file a few weeks after the Verifier window has closed in TEAL Accountability.

❓ When does the next CCMR verifier come out?

Late May: College, Career, and Military Readiness (CCMR) Verifier Corrections Window

❓ What is TPRS? Is it the same as TAPR?

The Texas Performance Reporting System (TPRS) integrates state and federal reporting requirements into a single reporting system that can be viewed at the campus, district, region, and state level. As the most comprehensive reporting system published by TEA, TPRS provides additional performance reports, results, and indicators for student groups not previously reported on state accountability data tables, the Texas Academic Performance Reports (TAPR), or the School Report Card. TPRS is the enhanced online version of TAPR. It has been recently updated with Remote vs. In-Person Data. TEAL Accountability application will show you unmasked data.

The TPRS Glossary provides definitions, describes methodologies, and lists sources for each tab in the TPRS system.

Assessment Scoring and Reporting

Spring 2023 STAAR Administration

Testing Windows - The testing window for the spring 2023 State of Texas Assessments of Academic Readiness (STAAR®) administration opens on Tuesday, April 18, and closes Friday, April 28, for reading language arts (RLA) assessments. All STAAR RLA assessments, including tests for grades 3–8, English I, and English II, must be completed by April 28, 2023. The testing window for science and social studies is April 25–May 5, and the testing window for mathematics is May 2–May 12.

Student Responses - District testing personnel must ensure all student responses for paper administrations of STAAR RLA are entered and submitted in the Data Entry Interface (DEI) by 11:59 p.m. (CT) April 28, 2023. If district personnel do not submit student responses in DEI by this date, the responses will not be scored. It is highly recommended that districts reserve the last 2–3 days of the STAAR RLA testing window for DEI submissions.

2023 STAAR Alternate 2 Administration

Completing Administrations - District testing personnel must ensure all student responses for STAAR Alternate 2 are entered and submitted in DEI by 11:59 p.m. (CT) April 28, 2023. Tests paused in DEI must be submitted. If the tests are not submitted, they will expire, and no scores will be reported. It is highly recommended that districts reserve the last 2–3 days of this testing window for DEI submissions.

Reporting - Districts personnel must ensure all score codes and student information are entered in the Test Information Distribution Engine (TIDE) by April 28. This includes student demographics, program enrollment, and designated supports. If district testing personnel make changes to the information after this date, those changes will not be included in accountability reports. The reporting student data file format is available on the Texas Assessment website.

Printed Report Cards and Confidential Student Labels - Districts will not receive printed copies of STAAR Alternate 2 report cards unless they opt in to receive paper copies by April 28. Districts will receive confidential student labels unless they opt out of receiving labels by April 28. District personnel may make their selections for these options by using the Score Reporting and Label Requests module in TIDE.

Texas Formative Assessment Resource

The Texas Formative Assessment Resource (TFAR) system has been updated to include writing checklists, mathematics reference materials, and science reference materials. These documents are available in the Test Properties menu to be selected for inclusion on a test.

Application Open for Texas Through-year Assessment Pilot, School Year 2023–24

The TTAP Year 2 Application is open now through April 28, 2023, at 11:59 PM (CT).

TTAP is an innovative, through-year assessment model pilot serving as a possible replacement of the STAAR summative tests in future years. A through-year assessment model refers to a progress monitoring system that provides students multiple opportunities throughout the school year (fall, winter, spring) to demonstrate their mastery of standards and to contribute to their summative performance level reported at the end of the year. In year 2, TTAP will offer the same test titles as year 1 with some key changes noted below:

  • Incorporation of content and language supports
  • Addition of individual student predications to STAAR
  • Increased supports/resources for accessing and interpreting data

See below for resources that you and district staff can access to learn more about year 2 of the pilot:

Tracker

CCMR Tracker Stage 1: Released March 31 CCMR Tracker Stage 1: Released March 31

The purpose of this communication is to provide information regarding the release of the College, Career, and Military Readiness (CCMR) Tracker. The CCMR Tracker is released in two stages through TEA Login (TEAL) Accountability. Please note that the data in these reports are confidential.

Stage 1: March 31

  • CCMR indicators submitted via PEIMS through the 2021–22 school year

  • OnRamps and TSIA results through 2021–22 school year

  • SAT, ACT, AP, IB and level I/II certificate results through the 2020–21 school year

Stage 2: July 2023

SAT, ACT, AP, IB and level I/II certificates updated through 2021-22 school year

Background

The CCMR Tracker is a tracking tool within the TEA Login (TEAL) Accountability application. This tool provides districts with an early preview of CCMR status for students who are in grades 9–12 during the 2022–23 school year. The CCMR Tracker contains lagging data as is detailed in the chart below. While the Tracker contains students who were in grades 9–12 on the 2022–23 PEIMS snapshot, the 2023 version does not contain results from school year 2022–23 as those data have yet to be reported.

Indicators are credited if earned within date ranges provided below for students beginning with grade 9 enrollment. TSI assessments are the only CCMR indicator that may be earned prior to grade 9. Indicators reported upon graduation (IEP and workforce readiness graduates and special education graduate with advanced diploma plan) do not appear in the Tracker.

tracker table of dates

Action

Corrections cannot be submitted to TEA; this report is for informational purposes only. If districts find errors, they are encouraged to work with testing vendors to make corrections prior to the student’s graduation. TSDS PEIMS data are final and cannot be corrected.

The 2023 CCMR Verifier, which will provide districts an opportunity to verify CCMR data given to the agency by outside testing entities for 2021–22 annual graduates and non-graduating 12th graders, will be released in the TEAL Accountability application in July.

If you have questions about the Tracker, please contact the Performance Reporting Division at (512) 463-9704 or performance.reporting@tea.texas.gov.

Military Ready DD Form 4 Military Ready DD Form 4

Beginning with 2023 annual graduates, TEA will award CCMR credit to graduates for whom the district uploads the required documentation. Districts must obtain a completed DD Form 4 “Enlistment/Reenlistment Document-Armed Forces of the United States” from a student who has enlisted. The DD Form 4 must be completed in full, including all required signatures by the student and the enlistment officer.

The securely uploaded DD Form 4 document will be the only form of documentation accepted to document military enlistment for CCMR credit and will only be accepted via the process outlined above. If a district cannot obtain the DD Form 4 or does not upload the form during the official submission process, military enlistment credit will not be awarded. A DD4 form is attached below.

Supporting Students Behavior

When people ask me what I wished I had learned more about in school, my answer is easy… behavior. So much of my time has been spent supporting student behavior, but I feel like I didn't know much about it before I went into the field. It was definitely trial by fire. And while I definitely don't know everything about child behavior, I did want to share some resources that I think you'll find helpful! -Counselor Chelsey
