Message from the Principal
Welcome Our New Principal: Dr. Emily Delgado
A Message from Dr. Delgado
"High expectations with high support—that's the Wildcat way."
I’m honored and excited to join the Westview Wildcat family as your new principal! As a longtime Austin resident and graduate of Reagan High School (now Northeast Early College High School), I’m deeply rooted in this community. My husband—a coach and teacher in Round Rock ISD—and I have two grown children. Our son recently moved to New York City to pursue a law career, and our daughter lives here in the Austin area.
I earned my Bachelor's degree in Special Education from Texas State University and went on to receive both my Master’s and Doctorate degrees in Educational Administration from Concordia University.
My journey in education began at Pflugerville High School in 1998. Over the years, I’ve served as a Special Education teacher, math interventionist, Academic Director at Eastside Memorial High School (where I helped lead the school to national recognition), Associate Principal at Pflugerville High, and most recently, Principal of Provan Opportunity Center.
Throughout my career, I’ve been passionate about serving diverse and underserved communities. I believe every student deserves a high-quality education and the opportunity to build a strong, successful future.
A New Chapter for Westview
You may notice that things feel a little different at Westview this year—and that’s intentional. Our vision is centered on high expectations for all students, supported by a strong network of care. We are committed to holding students accountable while ensuring they feel supported every step of the way.
Let’s Connect!
If you have any questions, thoughts, or would just like to introduce yourself, feel free to reach out to me by email. I’d love to connect and work together to make this an incredible year at Westview!
A New Administrative Team
Meet Our New Westview Administrative Team
This year, Westview Middle School is proud to be supported by an entirely new administrative team. We are incredibly fortunate to welcome three talented and passionate educators who bring a wealth of experience and a deep commitment to student success. I’m excited to introduce them to you:
Ms. Amanda Vela joins us from Del Valle High School, where she served as Associate Principal. She will continue in that role here at Westview. Ms. Vela brings deep expertise in curriculum and instruction and is especially passionate about supporting at-risk students. We’re thrilled to have her leadership on campus.
Mr. Jeffrey Martinez is our new Assistant Principal for 6th and 7th grades. He comes to us from Elgin Intermediate School, where he served as Principal. Mr. Martinez has a strong background in instructional leadership, particularly in English Language Arts, and is looking forward to connecting with students and teachers in the Wildcat community.
Mr. Michael Hartsfield will serve as Assistant Principal for 8th grade and students in our International Newcomer Academy. He joins us from Burnet Middle School, where he was also an Assistant Principal. Mr. Hartsfield brings extensive experience in Special Education and in supporting Emergent Bilingual students.
Our new leadership team is energized and ready to meet our students, staff, and families. We’re excited to begin a great school year together at Westview!

Get Ready to Start the Year!
Vaccinations & Proof of Residency
Be sure we have your up to date vaccination records. Our nurse has been reaching out to families of students who are missing vaccination records. Students with missing records may have a delay to their start of school. Please come to the school before school starts with your records so your student doesn't face a delay.
All 6th grade students are required to provide proof of residency. Please bring a utility bill (water, gas, or electricity), lease agreement, or a recent tax receipt showing home ownership. Please bring your proof of residency now and before school so your student doesn't have a delay to their start of the school year. It is a requirement to show proof of residency before the start of school.
Transportation Information
If your child receives transportation through the special education department, please contact Tammy Bland at (512) 594-2286 for information specific to your student.
Student Personal Device Guidelines
During the state’s 2025 legislative session, lawmakers passed and Gov. Greg Abbott signed into law a bill that prohibits students from using personal devices during school hours.
House Bill 1481 takes effect the 2025-2026 school year and requires all Texas school districts to prohibit students from using "personal wireless communication devices," which the law defines as “any wireless electronic communication device, other than a device provided to students by a school for instructional purposes, capable of transmitting and/or receiving data.”
What Devices are Restricted:
Personal cell phones
Tablets
Gaming devices
Smart watches
Bluetooth headphones or earbuds
Fitness trackers that can send or receive messages
Personal computers not being used for instructional purposes
Two-way radios
Pagers
Any other device capable of digital communication.
What Devices are Allowed:
Devices purchased and issued by Pflugerville ISD are exempt from this restriction.
What this means for Pflugerville ISD:
Students are expected to either leave personal communication devices at home or power them off and store them securely in their backpacks during the day. Device use is not permitted at any time during school hours, which includes passing periods and lunch times.
- Exceptions will be made for documented medical needs and special education accommodations. (Families who wish to request this exception should work directly with their campus nurse or administrator)
PfISD leaders understand this is a big change for our students and families, and have developed a phased-in approach to help students and families adjust.
During the first nine weeks of school, we’ll focus on education and grace. Students will receive reminders, and staff will take time to explain the new expectations. Each campus will have a designated point person to help guide this transition, and families will receive information through school emails, newsletters, websites, and social media.
During this transition phase, the consequences for cell phone use will be progressive. Once we’ve given students time to learn the expectations, enforcement will shift to immediate and progressive consequences without verbal warnings.
The law is designed to support student learning, reduce distractions, and limit the potential for cyberbullying. To help students adjust, families are encouraged to speak with their students about this change and perhaps consider practicing being device-free at home.
Phase 1: Transition Period (August 13-September 18)
1st Offense: Verbal Reminder
2nd Offense: Device confiscated and returned at the end of the day.
3rd Offense: Device only returned to parent or guardian.
Chronic Issues: Parent meeting and progressive discipline.
Phase 2: Full Implementation (September 19-end of the year)
1st Offense: Device confiscated and returned only to parent/guardian.
2nd Offense: Confiscation and lunch detention.
3rd Offense: Confiscation plus half-day of ISS and a parent meeting.
Chronic Issues: Full day of ISS, behavior plan, or temporary ban of the device on campus.

First Day Procedures & Student Expectations
Before School
Students should be aware that schedules may change between Meet the Teacher Night and the first day of school. To ensure everyone has the most up-to-date information, a list of all students’ first period classes will be posted by grade level and in alphabetical order on the first day of school.
Once you locate your first period class:
-
If it’s before 7:45 a.m., report to the cafeteria for breakfast. Breakfast is free for all students.
-
At 7:45 a.m., students who are not eating breakfast will report to their designated grade-level hallway. Students should remain seated and speak quietly until 8:15 a.m., when an administrator will begin releasing students to their first period classes.
In first period, students will receive their official, updated class schedule. It’s important to keep this schedule with you throughout the day and be prepared to show it to each teacher during every class period. Students who do not present their updated schedule may not be permitted to remain in class.
During Class & Transitions
To support a safe and focused learning environment, students will not be allowed to leave class during the first or last 15 minutes of each period. Additionally, restroom access during class time will be limited. While students will have adequate opportunities to meet their personal needs, it is essential to minimize hallway traffic during instructional time for campus safety.
During passing periods, students should walk with purpose to their next class. Staff will be stationed throughout the building to assist with directions and help ensure hallways are cleared before the next class begins. While transitioning, students are expected to keep voice levels low and respect the personal space of others.
During Lunch
Students assigned to B and C lunches will be escorted to the cafeteria by their 5th period teacher at their scheduled lunch time. Students in A lunch (primarily 6th grade) will walk to the cafeteria and be welcomed by administrators and counselors, who will assist them in finding their way and navigating the lunch lines.
During all lunch periods, students will be supervised by campus administrators, and counselors will be available to offer support as needed.
-
At the end of A and B lunches, students will be escorted back to class by their 5th period teacher.
-
After C lunch, students will report directly to their 6th period class.
Lunch is free for all students. There will be two lunch lines available for students purchasing meals from the cafeteria. Students are also welcome to bring lunch from home. However, restaurant or delivery service drop-offs will not be allowed.
If parents wish to take their child off campus for lunch, they may do so by signing the student out at the front office and signing them back in upon return.
After School
Social and Emotional Learning at Westview MS
All students will engage in learning focused on the five core competencies of Social and Emotional Learning (SEL), as outlined in the CASEL Framework. These competencies include:
-
Self-awareness
-
Self-management
-
Responsible decision-making
-
Relationship skills
-
Social awareness
Our goal in integrating SEL into the school day is to help students develop essential life skills that support success both in and beyond the classroom. Students will explore these competencies during Den Time, our advisory period.
