Region 10 TX Assessment and Accountability Info: 7/25/22
Start Planning and Preparing for 2023 School Year!
👉 TIDE User Role Updates
During the week of August 8, district superintendent and district testing coordinator roles in TIDE will be updated to match those listed in AskTED. Districts should ensure information is updated and accurate within AskTED by Friday, August 5, 2022. If a user is a district coordinator in TIDE but is not listed as the district coordinator in AskTED, that user’s role will be converted to a district testing assistant.
Update District Contacts in AskTed
Please remember to update AskTED with any changes for the 2022-2023 school year.
Check to make sure you have a DTC and an Accountability contact in AskTED and that they are current. Only 40% of Region 10 districts have someone listed for the Accountability district contact.
TEA, Student Assessment, Performance Reporting, and the ESC use these lists to relay important information to districts.
Don’t forget these important tasks to wrap up the 2021-2022 testing year!
Make sure to download all data files from your TIDE inbox prior to August 14th.
As a reminder, the Test Information Distribution Engine (TIDE), the Test Delivery System (TDS), and the Centralized Reporting System (CRS) will be offline between August 15 and August 21, 2022, to complete a system rollover for the 2022–2023 school year. Please be sure to download any data files prior to August 14, 2022. All systems will be back online on Monday, August 22, 2022.
👉 The second part of the DTC and Superintendent oath will need to be submitted prior to July 31, 2022.
- Superintendent and district coordinator test security oaths must be submitted to the state testing contractor prior to July 31, 2022, when all testing activity has been completed for the school year. Districts should print a screen shot of the superintendent and district coordinator security oaths prior to submitting. If you have questions about the submission of these security oaths, contact Texas Testing Support at 833-601-8821 or TexasTestingSupport@cambiumassessment.com.
- The Test Security Oath for Superintendent or Chief Administrative Officer and the Test Security Oath for District Testing Coordinator are available in the Test Information Distribution Engine (TIDE) under Administration and Security Forms. The General Test Security Oath for campus testing coordinators, test administrators, technology staff, proctors, raters, etc. is available at the link below.
Retention of Documentation
Districts are required to retain signed security oaths, seating charts, testing irregularity and investigation documentation, and inventory and shipping records for five years following a test administration.
- Verify that campuses have collected signed Oaths of Test Security and Confidentiality for all personnel who participated in testing.
- Confirm campuses have collected seating charts for each test session and coordinators have verified the charts contain the required information.
- Confirmed campuses have properly completed and collected all inventory and shipping records (including Materials Control Forms, district and campus shipping notices, and district-generated documents used to track the delivery of materials to and between campuses).
- Ensure that the designated test administration documentation storage location is secure and that the documentation cannot be subsequently altered. Districts may decide how this documentation is to be stored—scanned and kept in an electronic format or retained as hard copy—as long as the information is secure, legible, and can be retrieved. Districts should periodically audit campuses to ensure that this documentation has been accurately completed and securely stored.

The Texas Performance Reporting System (TPRS) integrates state and federal reporting requirements into a single reporting system that can be viewed at the campus, district, region, and state level. As the most comprehensive reporting system published by TEA, TPRS provides additional performance reports, results, and indicators for student groups not previously reported on state accountability data tables, the Texas Academic Performance Reports (TAPR), or the School Report Card. TPRS is the enhanced online version of TAPR. It has been recently updated with Remote vs. In-Person Data. TEAL Accountability application will show you unmasked data.
The TPRS Glossary provides definitions, describes methodologies, and lists sources for each tab in the TPRS system.

STAAR Progress Measures in 2023
Due to the redesign of the reading language arts (RLA) STAAR, the inclusion of new item types in mathematics, the shift to a fully online assessment system, and required standard setting and validation processes, student-level STAAR Progress Measures will NOT be calculated for 2022–23 and will not be used for accountability purposes, beginning with 2023 accountability ratings.
Beginning in 2023, academic accountability growth measures WILL use a transition table model instead of the STAAR Progress Measure, as detailed in the Preliminary 2023 Academic Accountability System Framework.
Student-level gain score STAAR Progress Measures are anticipated to return in 2024 and be reported in STAAR data files and on STAAR Report Cards. To learn more, view the complete STAAR Progress Measures in 2023 document.
Local Accountability System
The Local Accountability System Notice of Interest for districts wishing to participate in the local accountability system is available online. Districts submitting a form will be contacted for follow-up discussions.
Participating districts may wish to develop a plan during the summer of 2022 that is then applied to the 2022–23 school year. We also support districts that are using the 2022–23 school year to develop a plan for application to the 2023–24 school year.
An updated Local Accountability System Guide and Sample District Plan are now available on the local accountability webpage. Both provide information about plan requirements and example components.
Districts wishing to learn more about the local accountability system and how to develop a district local accountability plan can participate in a 45-minute overview webinar with time for Q & A.

Cambium System Data Clean-up and System Upgrades
As a reminder, the Test Delivery System (TDS), Test Information Distribution Engine (TIDE), and the Centralized Reporting System (CRS) will be offline between August 15 and August 21, 2022, to complete end-of-year data clean-up and system upgrades for the 2022–23 school year. All systems will be back online on Monday, August 22. Please be sure to download any data files prior to August 14, 2022.
TDS
The Test Administrator Interface of TDS will be unavailable during the clean-up window, so no test sessions may be created or administered. Practice, released, and new item type tests will be available for students to use in Guest mode.
TIDE
All user accounts will be carried over to the 2022–23 school year. However, starting August 22, all users will need to set a new password when logging into TIDE for the first time. As part of the data clean-up process, 2021–22 student records, rosters, and student test eligibilities will no longer be available on August 22 when the system is back online. Users wishing to save a copy of their student or roster data from the 2021–22 school year must do so prior to August 14, 2022.
Starting on August 22, districts should upload new student files reflecting 2022–23 enrollment data. Test attributes and the fields that drive test eligibility will need to be set for the 2022–23 school year.
Note: File exports to the Secure Inbox have a limit of 100,000 records. Districts with a large number of records should select a few enrolled grades at a time to export.
CRS
It is not necessary to download 2021–22 results or data files unless access to this information is needed while CRS is offline. Districts can access 2021–22 test history in CRS for their students enrolled in TIDE in the 2022–23 school year.
Authoring
The Authoring system will remain available for users to create new items and tests. All items and tests created in the 2021–22 school year will remain available. No tests may be administered to students until the students have been reloaded in TIDE after August 22.

TEA Local Property Value Survey July 18
Background
In order to calculate and make available districts’ maximum compressed tax rates (MCR), the agency is conducting a survey of local taxable property value growth through the Foundation School Program (FSP) system in the Texas Education Agency Login (TEAL). The Local Property Value Survey (LPVS) for the 2022-2023 school year opened for data submission on Monday, July 18, 2022, and will close at midnight on Monday, August 1, 2022. This survey does NOT apply to charter schools or institutions of higher education.
Districts will be required to submit the following:
1. The Chief Appraiser’s July 25 certified taxable property values from the certified appraisal roll under Tax Code, §26.01(a) or (a-1) for tax year 2021 with $25,000 Homestead Exemption (HSE)
2. The Chief Appraiser’s July 25 certified taxable property values from the certified appraisal roll under Tax Code, §26.01(a) or (a-1) for tax year 2022 with $40,000 HSE; and
3. The amount of value estimated to be lost due to the Local Option Homestead Exemption (LOHE), if applicable.
Please ensure that your district has completed and submitted the LPVS using the online FSP System by Monday, August 1, 2022. Completing the survey is important because once the MCR is approved by the agency, districts may adopt their tax year 2022 tax rates in accordance with Tax Code §26.08. A district’s MCR will not be adjusted after approved by the TEA unless an appeal is granted. For more information on tax rate compression, please read the To The Administrator Addressed Correspondence.
Tax Rate and MCR Template Tool
The TEA has posted a new Tax Rate and MCR Template (last modified June 14, 2022) on the TEA State Funding Webpage under the District & Charter Planning Tools subheading, which can help districts understand the calculations behind the tax year 2022 maximum Tier One tax rates. Districts are still required to complete the LPVS to calculate their MCR. Please note that the purpose of this template is limited to assistance only and does not anticipate any tax rate increase that the district may be considering. Legal responsibility to adopt a tax rate in accordance with the law remains with the district, which should consult with its own legal counsel.
MCR Status and Appeals
Once the district has submitted the data to TEA and received approval of the submission through the FSP system, i.e., the district’s LPVS status is “Approved,” the MCR may be considered final unless the district chooses to appeal the calculated rate. Pursuant to Section 48.2552(c) of the Texas Education Code, districts that do not submit their LPVS will receive the state compression rate of 0.8941 as their MCR.
Districts may submit an appeal in compliance with 19 TAC, §61.1000 within 10 days after August 1, 2022. The LPVS must be submitted before the deadline and approved by TEA in order for the district to be eligible for an appeal. Appeals should be submitted electronically to the attention of Amy Copeland on district letterhead, signed by the superintendent, to taxprograms@tea.texas.gov.
Final Determinations
If TEA receives an appeal of a preliminary MCR, a final determination will be issued to the school district no later than August 31, 2022. The summary of finances (SOF) reports will be updated by February 2023 when the TEA receives preliminary state certified property values from the Comptroller’s Property Tax Assistance Division.
FSP System Roles
The TEA recommends that a designated Data Survey User, usually the business manager or CFO, enter the information into the LPVS. The FSP System requires that a designated District Approver, usually the superintendent, submit the LPVS data to the TEA. The FSP System is an application within the Texas Education Agency Login (TEAL). If you already have a TEAL account but do not have access to the FSP System, please apply for access by clicking the My Application Accounts button found in the upper-left corner of the Self-Service menu. In the My Accounts tab, click on Request New Account and select the FSP hyperlink for the Foundation School Program application. Select the Add Access, insert your employing organization (district name/county district number), and select the applicable roles. If you already have access to the FSP System, please check that you have the appropriate role assigned for submitting the data.
If you are not the superintendent or District Approver: Your district’s Service Account Manager must approve all requests for access to the FSP System and modifications to access via the TEAL. (Note that Service Account Manager is a role within the TEAL system. Each employing organization must have at least one employee with a Service Account Manager status.) If you have submitted a request for access or a request to modify access and it has not been granted, please consult with your superintendent or district approver or check with your district’s Service Account Manager to check the status of the request before contacting TEA.
