Superintendent’s Message
When Brunswick Elementary students arrived at school last Friday, they were greeted by the sounds of the Brunswick High Marching Band and the smiles of senior student-athletes. This fall, Brunswick High students have found time in their busy schedules to visit younger students in their feeder schools, brightening their mornings and building a sense of connection across grade levels.
Moments like these remind me why I’m so proud to be part of Frederick County Public Schools. Throughout my time here, I’ve been continually impressed by the strong sense of community that defines us.
When we succeed, we celebrate together. When challenges arise, we face them together. And while we may not always agree on every issue, I believe we all share one goal: to protect and serve every student in our system well.
That spirit of unity and purpose has been on full display across the county in recent weeks. Just a few examples:
At Walkersville High, Michelle Early shared a moment that captured the energy and excitement of student learning in action. High school students spent the afternoon reading to fifth graders at Walkersville Elementary, inspiring a love of books and building connections across our school community.
At Frederick High, Principal Dr. David Franceschina shared that math teacher leaders from across the FHS feeder pattern came together to collaborate on how best to support students, a great example of professional teamwork that directly benefits our classrooms.
At Linganore, the cheer program partnered with the LOUYAA youth cheerleaders for their second annual Lancer Spirit Showcase, celebrating pride and mentorship. Congratulations to the LHS cheerleading team for winning the FCPS County Championship before a sold out crowd at TJ High Monday night!
These examples may look different, but they all reflect the same belief: that our schools are stronger when we lift one another up. Thank you to every student, staff member, and community partner who continues to make Frederick County a place where connection and care come first.
Thank you,
Dr. Dyson

Frederick County Public Schools (FCPS) is requesting a waiver under the Maryland Blueprint for Education related to the state’s Minimum School Funding (MSF) requirement. The Blueprint requires that 75% of certain state education funds be spent at the school level within specific program categories, such as special education, multilingual learners, and college and career readiness. While FCPS meets the overall funding target in most schools, variations in enrollment, staffing, and student needs mean that some schools do not meet the MSF requirement in every category. The state’s Accountability and Implementation Board (AIB) allows school systems to apply for a waiver in such cases to prevent a loss of funding and maintain flexibility in how resources are allocated to best support students. This survey seeks community input to help inform FCPS’s waiver request and ensure transparency in the process.
