ESSA Grant Requirements and Reminders!
Real Property Survey
On 3-6-26, TEA released the Real Property Survey via a Govdelivery email: 2026 Real Property Survey. In accordance with Title 2 of the Code of Federal Regulations (CFR) Part 200.330 Reporting on Real Property, the TEA is required to collect data on the status of real property purchased with federal funds. Previously this survey was collected every four years but will now be collected annually due to an update in 2 CFR 200.330.
All LEAs shall complete this survey regardless of whether they purchased real property with federal funds.
Local educational agencies (LEAs) must provide information on active real property purchased with federal grant funds, as well as real property originally purchased with federal grant funds that has been disposed of since the last survey submission (2023).
Guidance on completing the survey has changed since 2023! Here are some tips to aid you when completing the survey:
- HVAC Upgrades, remodeling, and large property purchases should be included as purchases of Real Property with federal funds. You may have done these items with ESSER funds!
- Even if an item should've been disclosed in 2023, but wasn't - it is better to include it now then to exclude it! TEA has records of construction requests that were made during ESSER III, so they will compare to the submission of these real property surveys to ensure accuracy.
- You must include disposition information if you have disposed of these items since their purchase
- DO NOT include vehicle purchases in the survey
- When in doubt, include it in the survey. It will be better to disclose it now and be incorrect than to wait!!
ALL school systems must complete and submit the survey by 5.p.m Central Standard Time (CST) on April, 20, 2026.
2025-26 ESSA Consolidated Grant Application, RLIS: Final Entitlements & Carryover
Final amounts and carryover for ESSA and RLIS grants became available February 27 (Click here for the GovDelivery). Here are some things to keep in mind for these funds:
- School systems must amend their grant applications to include final amounts and carryover. Deadline to amend your application is June 2, 2026!
- Excess Carryover - if your LEA has exceeded the 15% carryover limit for Title I-A, you must complete and submit a waiver request before your funds will be released. Watch for an email with a Qualtrics survey, delivered via email to the superintendent listed in AskTED.
- If you are an ESSA Support Contracting district, Tami or Mercedez will reach out to your district to initiate these amendments once funds become available. Please look out for those emails!
- You must adjust your local budget to included final amounts and carryover. Check your local policies and procedures to see whether you should do this upon submission of your amendment or once you receive a NOGA.
- Best practices for managing these grants include: carrying over zero dollars, drawing down funds regularly (we recommend monthly), and ensuring that grant funds are used to benefit the current grant year students.
SRSA Application OPENS SOON!
USDE recently released their master eligibility list for FY26 for SRSA and RLIS. You can view eligible Region 15 districts here: Region 15 FY26 SRSA and RLIS Eligibility List.
LEAs are only allowed to apply for either SRSA or RLIS. If an LEA chooses to apply for SRSA, it will apply directly through USDE via an emailed application. It is VERY important that the LEA checks the list above to ensure USDE has the LEAs correct contact information, as these contacts will be included in corresponded regarding the SRSA application. If you are not included in your LEAs contacts and should be, please contact reap@ed.gov.
Here are some highlights about applying for SRSA or RLIS:
Districts that are dual eligible may only apply for one: SRSA or RLIS grant
SRSA grant application are completed directly through USDE and are sent via email.
The FY2026 SRSA Application will be available to eligible LEAs from April 13 through May 18, 2026.
If you plan to apply for RLIS, there is nothing to do at this time. That application will open in the Fall.
ESSA MOE Final Determinations - Now AVAILABLE!
EA has completed the final Every Student Succeeds Act (ESSA) local educational agency (LEA) maintenance of effort (MOE) determinations for school year 2024–2025. Follow these steps to find your determination in the GFFC Reports and Data Collections secure application:
- Log on to TEAL.
- Select “GFFC Reports and Data Collections.”
- Select “ESSA LEA MOE Report” from the Report Title drop-down menu.
- Select “2024–2025” from the School Year drop-down menu.
The “Status” column of the determination indicates whether you are compliant or noncompliant.
Keep in mind, school systems only have to pass ONE of the FOUR MOE tests to be compliant. All districts in Region 15 were compliant, but Tami or Mercedez may have reached out to your district if you failed one or more of the tests so that you could review for next year.
