A Message from Principal Klauder
Dear Wolf Pack Families,
Welcome back to a new school year at Elmer Wolfe Elementary! I hope everyone had a wonderful summer and is ready for an exciting year filled with learning, growth, and connection.
Our theme for the 2026–2027 school year is “Strengthening the Pack: Foundations for Lasting Success.” A strong pack is built on strong foundations—relationships, trust, high expectations, teamwork, and a commitment to helping every student succeed.
This year, we will continue to strengthen those foundations by creating a safe and inclusive learning environment, building strong relationships with students and families, and challenging every learner to grow. We want our students to know that they belong, that their voices matter, and that they are capable of accomplishing great things.
Our success depends on all of us working together. When our staff, students, and families work as one Wolf Pack, there is no limit to what we can accomplish.
Thank you for being such an important part of our EWE community. I am excited about the year ahead and look forward to all that we will accomplish together!
Go Wolf Pack!
Welcome to the Pack!
Our staff continues to change and grow, and we are excited to welcome several new members to the Elmer Wolfe Elementary team!

The construction will last throughout the school year with the hope of opening the new classrooms for next school year. Once the construction is complete, we will have two new classrooms and a new pre-k playground.
Back to School at EWE!
We are excited to welcome our families back into the building!

Office Hours During the School Year: 8:00 am - 5:00 pm
EWE Website: Home - Elmer A. Wolfe Elementary (carrollk12.org)
Signing Your Child In/Out of School & Reporting Absences
The student school day begins at 9:15 am and ends at 3:45 pm. Students are expected to be in their homeroom and ready for instruction by 9:15 am. Students who arrive late and are not in their homeroom by 9:15 am will be considered tardy and a parent/guardian is required to bring the student into the office to sign in.
To report an absence via email, please use EWEOFFICE@carrollk12.org to notify the office of the absence. This will ensure the absence coding is accurate. Feel free to cc your child's teacher in the email as well. Please indicate the child’s name and teacher name on all correspondence submitted to the office.
Parent Drop-Off Procedures
After entering the school property, please make a left at the stop sign, drive through the back section of the parking lot and drive around to the side of the building to the drop off area. This door will be locked at 9:10 am in the morning. If you arrive after 9:10 am you will need to park in the parking lot and walk your child to the Main Entrance (bus, drop off entrance) to enter the building. Please report to the office so you can sign your child in, and they can obtain a tardy slip to take to their teacher.
Student Pick-Up
If your child is going to be picked up on a daily basis they will be issued a numbered car rider tag for their family’s vehicle mirror. Students will have a matching number on their backpack that corresponds to their adult’s car tag number.
Occasional Pick-Up: If a student is not on the daily list but their legal guardian sends a handwritten letter or email to EWEOFFICE@carrollk12.org stating the student’s name being picked up, and the adult picking them up. Parents will stay in their car in the pick-up line, staff will ask the driver to show their ID (driver’s license) since they do not have a daily number. The student will then be walked to the car for pick-up.
To avoid traffic congestion, we suggest that you please not arrive to pick up your student until after 3:50 PM. This will allow students time to leave their classroom, get set up in the student pick-up location, and be ready for your arrival.
Town of Union Bridge update. The town has informed us they are adding no parking signs on Main Street near our school. During dismissal time this section of road becomes congested, and it is difficult for the larger trucks and tractor trailers to maneuver around the sitting cars. Our dismissal begins at 3:45, students leave classrooms and make their way to the gym, and we start to load cars around 3:50. If you could try and wait to arrive to school for pick up after 3:50 students would be dismissed and out in cars with less traffic. Once we begin to load cars the process takes between 10-15 minutes once students are familiar with the process. Thank you for helping to keep our traffic down and safe for all.
Need to Pick Up a Student Early for an Appointment?
For those occasions where you need to pick your child up from school early, please send in a note or email **EWEOFFICE@carrollk12.org** stating the time and who will be picking them up. Please remember to include your child's name and teacher’s name in all correspondence submitted to the office. It is also helpful to include your child's teacher in the email. The person picking up your child will need to bring their ID.
Need to Change Your Child’s Dismissal?
The office is a busy place at the end of the day. Unexpected, last-minute changes create unnecessary havoc. Our goal is to keep your child safe and to arrive home safely. Therefore, we ask that any change in dismissal be submitted in a handwritten/signed note or emailed to EWEOFFICE@carrollk12.org before 2:00 pm. Please indicate the child’s name and teacher name on all correspondence submitted to the office.
Emergency Cards
Each year, your student will bring home one emergency card which is to be completed and signed by the parent with primary physical custody. In the case of joint custody, the emergency card is completed by the parent at the address to whom the child registered for school. It is extremely important that you fully complete and return this card the first week of school. Under the Emergency Contact section, please put someone other than yourself. Note: having this emergency contact person listed does not allow that person to take your child from school anytime they want, it is strictly used for an emergency if parents/guardians can't be reached. Please check for accuracy of all contact names and numbers and make any corrections on the card. The information provided on the emergency card needs to be accurate, so we ask that you update the office asap with any address or phone number changes.
Who Can Pick My Child Up From School?
It is a common misconception that the emergency contacts listed on your emergency card can remove a child from school without written permission. The emergency contact names are listed for the school's purpose in the event of an emergency when the parent/guardian is unable to be reached. You are required to write a note if you wish to have your child removed from school by anyone other than the legal guardian. Please include the child’s full name/grade/teacher/date/time and the full name of the person picking up the child. Also, remind them that they are required to provide identification.
Bus Information
Preliminary bus routes are now available for viewing by clicking on the link below.
Bus routes will be updated daily. You are encouraged to view your child’s bus route information several times leading up to the start of school on Monday, August 31.
If your child’s pm transportation needs to change at any time throughout the school year, please notify the office in writing. We encourage you to make daycare arrangements ahead of time, especially on the scheduled early dismissal days. Please indicate the child’s name and teacher name on all correspondence submitted to the office.
Home Access Information
Beginning August 15th, all families will have access to student homeroom placement & schedule information through the Home Access Center (HAC). Homeroom placements cannot be provided over the phone, so you are encouraged to set up your account today. CONSENT AND RELEASE - 2026-2027
Permission to Photograph, Videotape or Audiotape
Throughout the school year, the Carroll County Public School System frequently covers school activities and may use your child’s photograph, video image, or voice for educational, informational, or public relations purposes, with or without identification by name.
If you do not wish to have your child’s voice reproduced on tape or to have his/her image appear in such things as a video or a photograph, or on the school or school system website or social media, please notify the school principal in writing. It is assumed that parents and guardians consent to their children being audiotaped, photographed, videotaped, or having their image placed on a school website or social media by the school system unless such notification is received.
There are also occasions when the media cover certain school events (such as when a government leader visits a school). If you do not wish to have your child’s name or likeness published by the media, you should address your concerns directly to the school involved so that the media is so advised. Please be advised that the school system has no control over the media when they are covering activities such as sporting events and musical programs that are open to the public.
Use of Student Work on Websites or in Publications
There may be times throughout the year when the Carroll County Public School System wishes to display student work on school websites, social media, or in publications. If you do not wish to have your child’s art, poetry, writing, etc. appear on school websites, social media, or in publications, please notify the school principal in writing. It is assumed that parents and guardians' consent to their child’s work being displayed on school websites, social media, or in publications unless such notification is received.

Ready to Read Act
Important information for parents/guardians:
In 2019, the Maryland General Assembly passed the Ready to Read Act to support early reading development for all children. As part of this law, Maryland schools screen students in kindergarten through third grade to better understand their reading progress. If a CCPS student is identified as needing additional support, the school provides targeted, supplemental reading instruction to help strengthen skills and build confidence. This process helps ensure each child receives appropriate instruction and supports as they continue to progress in reading.
Beginning 2026-2027 School Year
Carroll County Public Schools will be using the Renaissance STAR Early Literacy and STAR Reading assessments to monitor students’ reading development. This tool will help us understand each child’s strengths and areas for growth, track progress over time, and provide the right support to ensure future reading success.
Families will receive a report after each administration of the reading screener with results of their child’s progress three times a year.
Beginning in the 2026-2027 school year, students will continue to receive screener assessment results, and some will receive a Student Reading Improvement Plan (SRIP) if they are identified as at risk for reading difficulties. Parents/guardians of at-risk students will be invited to meet with school staff to review the plan and continue to receive progress updates after each screening administration. At the end of the year meeting, school staff and parents/guardians will discuss next steps for students. Full implementation of the Pre-K to 3 Literacy Policy, with considerations for retention, will not occur until the 2028-2029 school year.
Thank you for your support in your child’s education. Additional information will be shared with families at the beginning of this school year.

Notes from Nurse Wendi
For those of you that don't know me, I'm your school nurse, Nurse Wendi. I am so very excited for the new school year! A few things you might need to know for the start of the school year:
I may be contacting parents in the next few weeks, if there are any important documents that are missing. The MOST important document we need is an immunization record for students new to CCPS. If I don’t have that, I should have contacted you or will be contacting you as kids cannot be enrolled without an immunization record on file. Other forms that you might need to contact me for are listed below.
-If your child will need to take medication in school, either every day or just in case of emergency, please contact me so that we can go over the medication procedure. Students cannot transport medication to or from school, so we’ll need to set up a time for you to drop them off to me. I cannot take meds from you until I've have received orders from your child's doctor.
Students in Pre-K, kindergarten or 1st grade, please make sure you send them with a weather appropriate change of clothes to keep in a cubby or locker. ☺️
-If your child has had any major health concerns or changes this summer please let me know!
-If you have any questions you can contact me at wllayne@carrollk12.org or the week of August 24, you can call me at the school at (410) 751-3307.
I hope you've had a safe, healthy, and happy summer, and I can't wait to see the kids!
Title I Family Engagement
Hi Elmer families!
I hope you all had a wonderful summer filled with fun, relaxation, and special memories. I am looking forward to seeing all of our students back at school very soon!
This school year will look a little different for Title I. Due to changes in federal funding, there have been some adjustments to our program and staffing. You may see a little less of me around the building, as I will be serving as the Title I Parent Liaison for both Elmer Wolfe Elementary and Taneytown Elementary this year. My schedule will vary each week as I split my time equally between both schools.
We will continue to offer Family Engagement Activities, Parent Advisory meetings, and support for our families. These activities may be a bit more simplified than in previous years, but they will still be full of learning, fun, and curriculum-based opportunities for the whole family.
Please remember that helping Elmer Wolfe remain a Title I school starts with completing the Free and Reduced-Price Meals Application each school year. All applications are kept completely confidential, and many families are surprised to learn that they qualify for these valuable benefits.
Please apply for Free and Reduced Meals using the link below.
